Kaiser Boulevard Anaheim, CA 92080 CASE NO: PP 04-30 DATE: October 13, 2005 CONTENTS: Staff Recommendation Discussion Staff Recommendation: That, by minute motion, the City Council approve the final design drawings including the north elevation of the Bedrosian Ceramic Tile and Stone Warehouse/Showroom building at 73-550 Dinah Shore Drive, Case No. PP 04-30. Discussion: January 13, 2005 the City Council approved a request for approval of the precise plan of design and a height exception for this project "with applicant to return to both the Architectural Review Commission and the City Council with final design, reflecting enhancements to be made to the northern elevation of the project to provide effective visual relief." 0 Staff Report Case No. PP 04-30 Page 2 October 13, 2005 The working drawings have been prepared and changes were made to the north elevation. Specifically, the applicant provided: 1. Additional inset cobalt blue ceramic tiles (26 versus 12). 2. Added a horizontal reveal. 3. Added 42-inch high truck well guardrail and concrete wall section. 4. Detailed the color changes on the banding and panels. 5. Provided a 16-inch step in the building at two points in the north elevation. 6. Per landscape plan, the north edge of the site will be planted with 15-24 inch box trees consisting of Swanhill Olive, Blue Palo Verde, Southern Live Oak and Shoestring Acacia. 7. Per Architectural Review Commission (ARC) review, will add roof parapet returns extending a minimum of ten feet back from the building face. The working drawings were received and approved by ARC at its September 27, 2005 meeting 5-0, with Gregory and Van Vliet absent. The commission agreed that the enhancements to the north elevation were significant and would provide effective visual relief. Councilmember Benson said she felt it was a good project, although she was not so sure it was right for that area; however, she would not want to see the 30-foot tower. If the project is so good and so much needed, people will find it without having to look up at a tower. Councilman Kelly agreed and emphasized his desire to have the full street improvements as required in Condition #12. With regard to the tower, if the applicant was willing to reduce it, he felt that should be done since there was some opposition to it. Mayor Crites said he felt this was a remarkably impressive set of buildings. It is going to be an attractive project, with excellent landscaping. He reviewed conditions noted by Council as follows: 1) southerly boundary tree landscaping be moved closer to the gymnasium structure so as to minimize any line of sight issues; 2) applicant willing to change the chain link fencing to be of a color to best blend with the surroundings of the area so that it minimizes the noticeability; 3) tower element being lowered to 24 feet. Mayor Pro Tern Ferguson moved to waive further reading and adopt Resolution No. 05-8, approving Case No. PP 04-23, as amended per the discussion at this meeting, to include: 1) Lowering the tower element to 24 feet in height; 2) landscaping along the southern perimeter of the site, if any, to be in consultation with the neighboring residents; 3) Public Works Condition No. 12 to be upheld for full improvement of affected streets during Phase I of the project; 4) nighttime lighting to be extinguished at 10:00 p.m. or immediately at the conclusion of any nighttime activity if after that time; 5) temporary chain link fencing to be of a color to blend with the project surroundings (i.e., beige in color). Motion was seconded by Benson and carried by a 4-0 vote, with Councilman Spiegel ABSENT. D. REQUEST FOR APPROVAL OF A PRECISE PLAN OF DESIGN FOR A 52,164 SQUARE FOOT WAREHOUSE/SHOWROOM BUILDING AND HEIGHT EXCEPTION ON LOT 35 OF PARCEL MAP NO. 24255 (73-550 DINAH SHORE DRIVE) Case No. PP 04-30 (Development Resource Consultants, Applicant). Planning Manager Steve Smith reviewed the staff report and offered to answer any questions. Upon question by Mayor Pro Tern Ferguson, Mr. Smith said the blank west elevation was obscured by the building on the site to the west. Mayor Pro Tern Ferguson further asked if that would be built with the Gateway Center, and Mr. Smith responded that it was an individual lot which went parallel with this application to Planning Commission. It did not have a height exception, was approved, and basically was two weeks ahead of this application. OA MINUTES REGULAR PALM DESERT CITY COUNCIL MEETING JANUARY 13, 2005 Councilmember Benson asked why a building or business like this needed 137 parking spaces. Mr. Smith responded that per Code, it would need 111 spaces, and the developer had chosen to provide the additional. Mayor Crites declared the public hearing open and invited testimony in FAVOR of or in OPPOSITION to this request. With no testimony offered, he declared the public hearing closed. Mayor Crites suggested some kind of decorative relief on the northern elevation of the project, which he said would avoid the same type of visual effect (blank expansive wall) of other buildings that are seen from Interstate 10. Mr. Smith noted that comment could certainly be sent to Architectural Review Commission as part of its review on the working drawings. Upon question by Councilman Kelly, Mr. Smith responded that this project had gone before Architectural Review Commission, which modified the front of the building, and what was before Council now was the third version of the front of the building. He said staff would relay Council's concerns to both Architectural Review Commission and the applicant, and they would be expected to address the issue. Mayor Crites asked that the project be brought back to Council for review of the final design. Mayor Crites reopened the public hearing. MR. TOM SUN (sp?), project architect, stated that with respect to the north elevation, they had no problem adjusting the color finishes to break up the monotone or blankness. He asked if the color/design issue could go concurrent with plan check so that it does not hold up the rest of the process. Mayor Crites reclosed the public hearing. Executive Summary: Bedrosian Ceramic Tile and Stone proposes to construct a single story 52,164 square foot warehouse/showroom building on the north side of Dinah Shore Drive, approximately 1,450 feet east of Monterey Avenue. • Staff Report Case No. PP 04-30 Page 2 January 13, 2005 The main building section height is 30 feet, which is necessary to accommodate interior function (movement of large panels). The raised entry areas (36 feet maximum) create architectural interest in the roof line. November 9, 2004, the ARC unanimously granted preliminary approval of the building architecture including the height exception. December 7, 2004, the Planning Commission unanimously 5-0 recommended approval of Precise Plan 04-30, including the height exception. Background: PROPERTY DESCRIPTION The property is a vacant 3.33-acre lot on the north side of Dinah Shore Drive approximately 1,450 feet east of Monterey Avenue. The. site slopes slightly from south to north and is bounded on the north by the future storm channel and the railroad. ZONING AND GENERAL PLAN DESIGNATION The property is zoned SI (service industrial) and designated I -BP (industrial/business park) in the General Plan. ADJACENT ZONING AND LAND USE North: South: East: West: Project Description: County / railroad SI / vacant S1 / vacant SI / vacant (Stonecrest PP) The project is a single story 52,164 square foot warehouse/showroom building which will house Bedrosian Ceramic Tile and Stone. 0 u Staff Report Case No. PP 04-30 Page 3 January 13, 2005 ARCHITECTURE The contemporary project architecture includes raised parapets to vary the roof line, architectural projections, raised entry areas, cobalt blue inset ceramic tile, copper map color slate panels, and gold harvest slate which when combined create an interesting and acceptable architectural statement. The raised entry areas (36 feet maximum) create architectural interest in the roof line. The main building height remains at 30 feet which is needed to accommodate interior movement of large panels. The 36-foot high entry parapet elements will require specific approval by City Council. November 9, 2004 ARC unanimously granted preliminary approval to the building architecture. ACCESS AND PARKING The site plan has been designed to provide two shared access points to Dinah Shore Drive. Two-way traffic will circulate around the perimeter of the site. Parking for 137 vehicles is provided on all four sides of the building. Code requires a minimum of 98 + 13 = 111 parking spaces (i.e., 49,017 square feet @ 2 spaces per 1,000 square feet, plus the 3,147 square feet of retail in excess of 20% @ 4/1,000 square feet). The project as designed will result in an attractive architectural appearance and will complement other buildings approved for the area. CEQA Review: The project is a Class 32 Categorical Exemption for purposes of CEQA and no further review is necessary.
