Twedt DATE: October 13, 2005 CONTENTS: Copies of the six selected proposals Recommendation: By Minute Motion: 1. Approve the "Embracing the Desert" design proposals as recommended by the Art in Public Places Commission. 2. Approve Contract Nos. C 24430A with , C 24430B with C 24430C with C 24430D with C 24430E with , C 24430F with (in the amount of $6,500 each) and authorized the Mayor to execute same. Executive Summary: The Art in Public Places Commission met on September 21, 2005, and selected six design proposals for the "Embracing the Desert: A Program of Temporary Public Art Projects". The Commission selected six finalists from over 130 entries throughout the United States and several other countries. If approved, three of the sculptures will be sited in and around the new Visitor Center, which will draw attention to it as an important cultural and art destination for tourists and residents of the Coachella Valley. The other artworks will be sited at the Marriot Desert Springs Resort, University of California San Bernardino Palm Desert Campus, and one additional site to be determined. Discussion; The "Embracing the Desert": A Program of Temporary Public Art Projects" was created for artists who have no public art experience or possibly have participated in just one project. The program is designed as an educational experience for those artists to go through the process of design and engineering, Commission and Council approval, governmental contractual relations, public safety issues, integrity and durability of materials, site selection and location and appropriateness of the artwork proposal as it addresses the requirements of the advertised Request for Proposal. I also belong to the slide registry for the city of Palm Desert. So far I've had one public art commission for the city of Austin, TX (1998) and participated in the "Hearts in SF" public sculpture project (2004). Currently I have two studios, one in San Francisco and one in the Hill Country of south-central Texas. While at my Texas property I had my first encounter with a rattlesnake in the wild. This experience generated ideas for several sculptures. Fear, power, fascination and respect for nature are some of the thoughts resulting from the meeting. Since Palm Desert is in rattlesnake country, I thought the subject matter appropriate. This unfinished sculpture, "Rattle Tail", is an abstracted interpretation of a rattlesnake which follows up on previous sculptural explorations of mine. I am enclosing pictures of a couple of these. I often combine glass and metals in my work. Contrasts of strength - fragility and solid -transparency are of interest to me. In this piece, the glass is situated on the top half of the sculpture to insure its safety. When co , will be bolted into each circular o nin$ of the rattle. The metal used is '/4" thick steel which is wei ed and bolted together. The finished metal color will be brushed steel silver with a weatherproof lacquer applied to the surface. On the palmdesertart website I saw multiple locations where this sculpture could be sited. The dimensions of the base are 36" x 36" or a 25" square. It would be installed by drilling either 4 or 8 holes in concrete such as a sidewalk or median. Then one would insert compression sleeves into which bolts would be inserted, thus attaching the sculpture to a firm base. At the completion of the exhibit, the bolts would be removed and the holes could be filled with concrete patch. (760) 324-6862 Fax Embracing the Dewrt Public Art Program Proms Working as a team, Patricia Mitchell and myself; Eugene Wyrick, plan to build a sculpture that utilizes traditional printmaking techniques and brings flat images into a sculptural form. We propose to construct a sculpture from plastic, ink and rubber in a shape resembling that of a barrel cactus. The surface of the sculpture will be covered with printed patterns; created from photographs of cactus flowers. Being from Virginia, I am constantly dumbfounded by the fauna of Southern California. From the Giant Agove to the Flowering Lupin; I am very interested in the remarkable beauty that flourishes under the extreme conditions of the desert. Air, so vacuous that robs the breath from your lungs, nurtures the delicate blossoms of the cactus flowers. After driving out to view possible locations for this proposal, Patricia and I decided that this should be the leaping point for our proposal. We have chosen to start with the form of the barrel cactus. The shape is simple, easily recognized and has keen metaphoric associations. For me, the rich fauna of the Palm Desert community is testament to the strength of a city flourishing under such extreme conditions. We are building from romantic associations with the desert landscape. The sculpture will be 5'6" high and approximately 5' in diameter. It will be made by cutting a series of basic geometric shapes out of Lexan (a strong material that resists the harsh elements and is UV resistant. ) Then, Patricia will print the cactus flower patterns on each panel. After the surfaces have been addressed they would then be hinged together using vulcanized rubber. This material is durable and will not be effected by the heat and light. We would like to install the sculpture on the University of California, San Bernidino/Palm Desert Campus. There is an open patch off grass silhouetted by by mountains that would create a beautiful formal background for our artwork. (please see attached renderings.) The clear nights are magical, the native history is rich, and the intricately balanced ecosystem is delicate. A playful inhabitant of the side of the desert that Invites warmly is the "Desert Toad." A chance encounter with the Desert Toad" will amuse and stimulate those who see it. This silly, colorful amphibian is far less mysterious than many other desert inhabitants, which are elusive, notoriously nocturnal, and can be foreboding and scary. It is large and visible, tempting one to touch the bumps and to consider other desert creature possibilities. The "Desert Toad is a toad with a smile that you can see for a mile.
