SUBJECT: PALM DESERT SISTER CITIES RECOMMENDATION CONCERNING
THE EXPENDITURE OF GOLF TOURNAMENT FUNDS FOR
EDUCATIONAL NEEDS.

RECOMMENDATION
By Minute Motion:
1. RATIFY the Palm Desert Sister Cities Committee donation of $3,333 to two
special needs schools in the Sister City of Gisborne, New Zealand.
2. APPROVE the Palm Desert Sister Cities Committee donation of $3,333 to
Abraham Lincoln Elementary School in Palm Desert, California.
3. APPROVE the Palm Desert Sister Cities Committee recommendation to donate
$3,333 to two schools in the Sister City of Ixtapa—Zihuatanejo, Mexico.
4. APPROPRIATE $10,000 from the unobligated general fund reserve account to
Account No. 110-4416-414.31-26.
DISCUSSION
The Palm Desert Sister Cities Committee's 2005 Golf Tournament raised over $10,000, which
the Committee recommended be utilized to assist schools within the Sister Cities of Gisborne,
New Zealand and Ixtapa—Zihuatanejo, Mexico. In addition to these schools, the Committee also
recommended a donation to Abraham Lincoln Elementary School in Palm Desert because
students are primarily Hispanic and from families with limited economic resources. Please note
that each of these donations is for an equitable distribution of $3,333.
The donation to schools within the Cities of Gisborne has already been received, as Mayor
Crites delivered it during his recent visit to New Zealand. The City Council is respectfully
requested to ratify this expenditure, which will be used to assist two special needs schools.
The funds set aside for Ixtapa-Zihuatanejo's educational institutions and Abraham Lincoln
Elementary School have not been sent and the City Council is respectfully requested to approve
these funding recommendations. Attached to this report is a detailed expenditure report list
from the two schools within Ixtapa-Zihuatanejo that will be funded. Abraham Elementary School
will use the donation it receives to fund half the cost of a newsletter workbook and to pay for
backpacks for students.
Although no formal action has been taken at the time this report was prepared, It is anticipated
that the Committee will request a progress report concerning these donations.

MEMORANDUM

Subject: GOLF TOURNAMENT FUNDS RAISED FOR EDUCATION
Recommendation:
This.memorandum is intended for information only.
Background:
The April 8, 2005, Sister Cities Golf Tournament raised $10,000 to donate to our Sister
Cities schools in need of assistance. The Committee approved a three-way split between
Ixtapa-Zihuatanejo, Gisborne and Palm Desert.
ACE requested lists of needs from our Sister Cities. We received detailed lists from two
schools in Ixtapa-Zihuatanejo that were visited in June by several of our Committee
Members. ACE is requesting the Committee in I.Z. to allow us to stipulate the items for
which the funds will be used, and we are asking for feedback once the purchases have
been made, treating the $3,333 much like an Educational Grant. The reason ACE feels
strongly about this "Grant -Like" process is because I.Z.'s schools needs are great, and we
believe it is important to be able to direct the funds for the specific needs we promoted
when we asked for donations at the Golf Tournament.
Gisborne submitted their request for two special needs schools. Mayor Buford Crites will
be delivering Gisborne's check in the amount of $3,333 to the Sister Cities Committee
during his visit there later this month.
Lincoln School in Palm Desert was selected to receive $3,333 because the students in this
school are primarily Hispanic and are from families with very limited resources. Nelda
Esmerelda, the Principal, requested the donation be used to fund half the cost of a
newsletter workbook (St. Margaret's funded the other half) in the amount of $1,500. Her
other request was for back packs for the students to carry books and papers between
school and their homes.
