EXECUTIVE SUMMARY: Approval of this request will enable the Palm Desert Police Cadet Program to move forward with the supplies and uniforms needed to be functional. BACKGROUND: The Palm Desert Police Department has requested authorization to expend contingency funds to purchase uniforms for the Palm Desert Police Cadet Program. This is a program operated by the Palm Desert Middle School Resource Officer. It provides introductory training into the field of law enforcement for this age group. As students enroll in the program, it is necessary to outfit them with appropriate equipment and uniforms to enable them to be easily identified and to maintain the professionalism that a uniform lends when individuals are participating in activities in an official capacity. On September 30, 2005, City Manager Carlos Ortega approved an expenditure of $887.42 toward outfitting the members of this year's Palm Desert Police Cadet Program. Justification: At this time we have 32 cadets. About half are returning cadets. Others students have expressed an interest to join. Last year I started with 40 Cadets. The cadet program is not for all students and we have many students join after their friend's join and they hear about the program. I fully anticipate starting with at least 40 cadets. We averaged about twenty cadets per meeting. Some cadets can only make one of our two meetings per week due to other after school commitments such as band practice. Each year the cadets are issued uniforms that they wear at meetings and events such as working the high school football games, Golf Cart Parade, school dances Etc. I collected several cadet uniforms from students who would not be returning this year to Cadets. Several of these uniforms had stains that would not come out or were severally faded beyond the point of reissuing. Last year I ordered forty uniforms. We did not use as many of the large sizes as we anticipated and we needed more of the medium sizes. Attached is a list of approximately twenty sets of uniforms. It only takes about two weeks to receive the uniforms after the company receives the order. Due to manpower shortages in patrol, I was assigned to patrol during the summer and I did put on the summer boot camp program. Vender.
