RECOMMENDATION:
By Minute Motion, ratify the City Manager's approval of an expenditure of $4,074.25 from the
Police Contingency Fund to purchase program supplies for five school resource officer
programs.
EXECUTIVE SUMMARY:
Approval of this request would allow the Palm Desert Police Department to move forward with
the purchase of supplies to support school resource office programs in the amount of
$4,074.25.
BACKGROUND:
The Palm Desert Police Department assigns personnel to Palm Desert schools with the
mission of supporting a School Resource Officer Program. In order to do so, supplies are

Justification: Every year school children across the nation are abducted by strangers. Each year I
take McGruff to Lincoln Elementary, Washington Charter Elementary, Carter Elementary, and Ford
Elementary to talk with the students about strangers. I will use the above supplies to teach the
children about strangers. The kids enjoy seeing McGruff at their school when I speak with them
about the Stranger/Danger program. This alone does not reach the ears of all the children nor do they
remember everything I tell them, but children enjoy receiving gifts and learn best when it is fun. The
coloring books and pencils have Stranger/Danger Safety messages on them to remind the children
about the safety tips I taught them about. These items are a great reminder for the future.

Justification: Every year school children are being bullied or being a bully to other children. Last
school year there were several bullying incidents reported to the school and myself. My
investigations revealed that many times the bullying started in the elementary schools. Many times
students at the Palm Desert Middle School had been bullied by the same student/students for several
months or even several school years. Many of these bullying incidents ended up in fights last year at
the Palm Desert Middle School. I have counseled several victims and suspects of bullying/fighting
incidents. Sometimes a victim of a bully stands up for himself in a way that charges had to be filed
against him. Ultimately they would end up as a YAT probation cases. I learned that many of the
students that were bullying other students were once victims of bullying themselves in the past.
Many students are afraid to report bullies to the school or myself. This year I plan on addressing this
issue with classroom presentations. The principal is in the process of ordering a video on Bullying to
show the Palm Desert Middle School students at an assembly. I have also had some reports of
bullying at the elementary schools in Palm Desert. I plan on using the above supplies in presentations
at the fifth and sixth grade levels as well as at Palm Desert Middle School. One of my main goals
this school year is to reduce the number of bullying and fighting incidents at Palm Desert middle
School.

Justification: Every year school children are injured in tragic accidents. I will use the above items
to teach the students at Palm Desert Middle School, Carter Elementary, Lincoln Elementary, Ford
Elementary and Washington Charter about using safety skills during Halloween. My goal is to
educate them how to go Trick or Treating safely. The kids enjoy seeing McGruff at their school
when I speak with them about Halloween safety. This alone does not reach the ears of all the children
nor do they remember everything I tell them, but children enjoy receiving the safety Halloween Trick
or Treat bags with items inside. The Halloween bags, coloring books and stickers have Halloween
safety messages on them to remind the children about the safety tips I taught them. I am nearly
completely out of all Halloween supplies. I might have enough for about forty students. This order
only covers about half the Halloween supplies I normally would use. Many times I also receive
request from private school in Palm Desert to go to their school and present Halloween Safety
programs.

Children remember best when they have hands on training and are given teaching supplies such as
coloring books and stickers. I will use the above items to teach the students at Carter Elementary,
Lincoln Elementary, Ford Elementary and Washington Charter about safety skills when riding a
bicycle. My goal is to educate them to wear their bike helmet, ride in safe places and ride safely
etcetera. The kids enjoy seeing McGruffat their school when I speak with them about bicycle safety.
This alone does not reach the ears of all the children nor do they remember everything I tell them, but
children enjoy receiving and learn from the bicycle safety items. The bicycle safety coloring books
and stickers have bicycle safety messages on them to remind the children about the safety tips I
taught them about and remind them of these things at a later time.

Justification: Every year school children are injured or killed in traffic accidents. Many parents do
not talk with their children about the importance of wearing a seatbelt when riding in a car. Many
times the ones who are suppose to be the responsible ones in the car forget to tell the children to
buckle up, or even buckle up their selves. My goal is to educate children about the importance of
wearing their seatbelts. Children remember best when they are given teaching supplies such as
coloring activity books and stickers along with instruction. I will use the above items to teach the
students at Palm Desert Middle School, Carter Elementary, Lincoln Elementary, Ford Elementary
and Washington Charter about wearing their seatbelts. Kids enjoy seeing McGruff at their school
when I speak with them about safety programs. Children enjoy receiving the safety coloring books.
The seatbelt safety coloring books have safety messages in them to remind the children about the
safety tips I taught them. I also have already ordered the maximum 200 free Buckle Up stickers vie
the Automobile Club of California from their internet site.
