Approve a $38,193.33 grant to Palm Desert Presbyterian Preschool and Kindergarten for playground and facility upgrades; 2. Appropriate $38,193.33 from the Child Care Mitigation Fund 228; and 3. Authorize City Manager to execute the required agreement. Discussion: Childcare mitigation fees totaling $150,000 were collected from Marriott Residence Inn, Courtyard, and Shadow Ridge. With interest, Fund 228 has grown to $160,846. Although the original condition of approval specified participation in a scholarship program, AB 1600 specifies that impact fees be spent on facility construction or improvements. Palm Desert Presbyterian Preschool and Kindergarten (PDPPK) submitted a request for grant funding for upgrades to existing classrooms, playground equipment, and other minor interior improvements. PDPPK is a 501(c)(3) nonprofit facility that provides preschool and kindergarten services. The center is located on the west side of Highway 74, north of Haystack Road. The facility offers tuition subsidies from a variety of sources. Currently, 10 of the 80 students receive subsidies in the form of scholarships. Grant Page 2 of 2 July 14, 2005 depending on economic need. The grant will assist PDPPK in improving the overall safety and learning environment for all students. The specific improvements proposed are listed below: Classroom Improvements 1. Painting of wall and ceilings 2. New Carpeting 3. New Tables, Chairs, Student Storage Units 4. Bulletin Boards 5. Upgrades to door handles • Plumbing Upgrades 1. Replace worn out facets, replace (3) sinks Playground Upgrades and Additions 1. Benches 2. Trees 3. Play sand 4. Climbing play structure 5. Replace rubber turf The total cost for these upgrades is $38,193.33 (see attached letter). PDPPK is considered a reputable school and childcare facility that has been in operation in the Palm Desert since 1983. The center serves parents that are employed by Marriott hotels. The facility provides a high level of care/instruction with some subsidized rates. The funding of the improvements will assist PDPPK in maintaining their current subsidy programs. Our school has a capacity for 90 students per day. It is our desire to provide a safe environment and quality educational experience at a cost that is reasonable for parents to pay. Estimated Cost 1. Classroom Improvements: • Painting the walls and ceilings 7,200.00 • New carpeting 5,000.00 • New tables (8 @ $200. Each) 1,600.00 • New chairs (30 @ $25 each) 750.00 • New storage units for students (8 different units) 2,500.00 • Bulletin boards (2 @ $100 each) 200.00 • Upgrading door handles for ease of use 8,294.12 Total: $23,544.12 2. Plumbing Upgrades: • Replacing worn out faucets • Replacing 3 sinks Total: $2,544.12 3. We would be grateful for any amount of money made available to us by the city to make needed improvements. We would like to be able to lower the cost of tuition to parents.
