REQUEST: Approval to Purchase Replacement Holiday Decorations.

1. Authorize the City Manager to purchase holiday decorations from
Harrington Decorating Company, Inc., Huntington, California in the
amount of $51,864.20.
2. Declaration that Harrington Decorating Co. should be classified as a sole
source bid due to copyright of their design and manufacturing process.
Discussion:
Each year the City displays holiday decorations, which were purchased from Harrington
Decorating Company, Inc. (HDC), Huntington Beach, California. This year there are
several decoration items that are no longer usable and/or presentable. These items
were purchased in 1996 and have long exceeded their life expectancy. In order to
match the current decorations owned by the City, staff recommends that we purchase
the replacement decorations from HDC. HDC has a copyright for items that they design
and manufacture; therefore, they are a sole source. The items that require replacement
are listed below.

The total cost to replace these items is $51,864.20, which includes sales tax and freight
costs. A contract for the installation, maintenance, and storage of all holiday
decorations will return to the City Council for approval.
After this year's holiday season, staff will be reevaluating the entire holiday decoration
plan. With the addition of the new Visitor's Center building and the potential take over
of Highway 111 and Highway 74, staff will be looking at a comprehensive plan to
address future purchases.
Staff recommends that the City Council authorize the City Manager to purchase
replacement decorations from HDC in the amount of $51,864.20. Funds are available in
Fund 400.
