HomeMy WebLinkAboutCountdown Pedestrian Signals - Hwy 111 & Hwy 74CITY OF PALM DESERT REQUEST: SUBMITTED BY: DATE: CONTENTS: Recommendation: Discussion: PUBLIC WORKS DEPARTMENT STAFF REPORT Direct Staff to Install Countdown Pedestrian Signals at the Intersection of Highway 111 and Highway 74 Immediately After Assuming Jurisdiction over the Highways Mark Greenwood, P.E., City Engineer September 22, 2005 Letter to Caltrans 06-07-05 Caltrans' Response to Letter Vicinity Map Direct staff to install countdown pedestrian signals at the intersection of Highway 111 and Highway 74, immediately after assuming jurisdiction over the highways. At the request of City Council, staff requested that Caltrans install countdown pedestrian signals at the intersection of State Highways 111 and 74. Caltrans responded to that request, indicating that while they had no objection, the request would require signal modification and must be completed at no expense to the State. Caltrans additionally required the City to obtain an encroachment permit and comply with all State standards in the installation of the signals. Based on past experience, staff anticipates that the encroachment permit process would take approximately one year to obtain through Caltrans and would result in significant cost to the City in the preparation of signal modification plans and processing fees. Independent of the countdown pedestrian signal issue, the City has begun the process of assuming jurisdiction over State Highways 111 and 74. Given this, it is recommended that we not pursue the signal installation at this time, instead waiting until the highways come under the jurisdiction of the City. We can then accomplish the installation of the countdown pedestrian signals within a timeframe of approximately 30 days. Cost for installation is expected to be approximately $5,000. Funds are available in Traffic Signal Maintenance account # 110-4250-433-3325. Therefore, staff recommends that City Council, by minute motion, direct staff to install countdown pedestrian signals at the intersection of Highway 111 and Highway 74 immediately after assuming jurisdiction over jhose highways. Due to the lengthy crossing times demanded by the excessive width of Highway 111 and Highway 74 along with the high pedestrian activity, the City of Palm Desert requests installation of countdown pedestrian signals at the existing traffic signal at the intersection of Highway 111 and Highway 74.
