Discussion: The Public Works Department periodically receives requests from religious institutions for installation of directional signs to assist the public in finding their facilities. In 2005, the City received a request from Desert Cities Baptist Church for installation of six such signs (see staff report attached); we have now received a request from Temple Sinai for installation of directional signs. We have previously installed signing to St. Margaret's and Palm Desert Presbyterian on Hwy 74. In order to be more responsive to these requests in a timely manner, it would be helpful to have a formal policy stating a limit on the number of directional signs the City of Palm Desert will consider installing for each facility. Staff therefore recommends that City Council adopt a policy of installing no more than two (2) directional signs to any religious institution requesting such signs, and authorizing the Public Works Director to receive and approve such requests. Discussion: Desert Cities Baptist Church is located on Greene Way adjacent to the Cahuilla Hills Park. We have received a request from the church for directional signage to this facility due to the relatively remote nature of its location. While the church has requested signs at six sites, staff has evaluated the request both on its own merits and in comparison to signage provided for other churches within the City. The requested signs are addressed below: #1 At the comer of El Paseo and Highway 74: The church is requesting to be added to the existing sign for St. Margaret's Episcopal Church and Palm Desert Community Presbyterian Church. Staff does not recommend adding a sign at this location; the existing sign is oversized and any additional information would cause the size of the sign to become unmanageable. #2 and #3 On Highway 74 at Pitahaya Street for both northbound and southbound traffic: Rather than installing a sign on El Paseo at Highway 74, staff recommends installing signs on Highway 74 at Pitahaya facing northbound and southbound traffic. This will direct traffic to the main route to the Church from Highway 74. Install Directional Signs to Desert Cities Baptist Church Page 2 of 2 October 13, 2005 #4 At the end of Pitahaya on Edgehill Drive: Staff does not recommend installation of this sign as it would be located in the front yard of a residence and is superfluous; once traffic has entered the neighborhood, locating the church should be straightforward. #5 At the intersection of El Paseo and Painter's Path: Guide signs to Desert Cities Baptist Church used to exist at this location; therefore, staff recommends installation of directional signs to the church on El Paseo at Painter's Path for both directions of traffic. #6 At the end of Painter's Path at Edgehill Drive: Staff does not recommend installation of a directional sign at this location; once traffic has entered the neighborhood, locating the church should be relatively easy. We have seen signage around Palm Desert and in other cities here in the Valley directing to religious institutions. We request the same for Temple Sinai, to assist people trying to find our location. I discussed this request with Mark Diercks on February 27, 2006, and he suggested that I send a letter to you. Please contact me at 202-2838 if additional information is needed.
