REQUEST: Consideration to approve one of the three sculpture
proposals for the Palma Village Neighborhood Park

Recommendation:
By Minute Motion:
1. Select one of the three sculpture proposals for the Palma Village
Neighborhood Park.
2. Authorize the Mayor to execute the purchase agreement on behalf of
the City. Funds are available in Account #436-46650-454-4001.

Executive Summary:
The Art in Public Places Commission selected three sculpture proposals at its
meeting of March 15, 2006. The Commission was presented with six
freestanding sculptures and three sculptures as water features. The Commission
rejected the sculptures as water features after staff explained the City's
experience with the maintenance problems with the two El Paseo fountains,
which require constant maintenance during the hot weather season. Staff also
consulted with Janis Steele, Parks and Recreation Manager, who agrees that a
water feature in the park would represent maintenance issues and it would create
an "attractive nuisance" to neighborhood children. Currently, there is an
interactive water feature installed in the playground area in the shape of a cactus,
which children can use by pushing a button and water spurts out onto them.
Discussion:
At its meeting of September 21, 2005, the Art in Public Places Commission
approved and recommended to the City Council a mosaic water feature designed
by Chicago artist, Lynn Base. Staff brought the proposal of the Art in Public
Places Commission's recommendation to City Council at its meeting of October
13, 2005, where it was continued due to several concerns. One concern was
that water on the mosaic surface would pose as a danger to children playing on
it. Council redirected staff to inquire with artist Lynn Basa if the fountain could be
made with a different material, which would not pose as a danger to children.
The artist declined the invitation as she indicated to staff her focus is with the
mosaic technique, and in the meantime, she had determined with the limited
budget, she would probably lose money on the project. After a hiatus of several
months, which included many hours of research, staff brought forward to the Art
in Public Places Commission, six freestanding sculptures and three water feature
sculptures. Because of the limited budget of approximately $10,000, staff
experienced difficulty in locating both sculptures and fountains that would be
within the budget range for the project.
