Valley Blvd. Colton, CA 92324 DATE: April 27, 2006 ATTACHMENTS: ACM for Development Services Memo Dated March 21, 2006 Riverside County Memo Dated April 10, 2006 Recommendation: By minute motion, award the purchase for two Ford F-150 pickup trucks to Moss Bros. Ford of Colton, California in the amount of $35,655.24; appropriate to fund 530. These vehicles will be used by City Code Enforcement staff and will be purchased with Abandoned Vehicle Authority funds. Discussion: On Monday, April 10, 2006 sealed bids were opened for the purchase of two F-150 pickup trucks with the following proposals received: Moss Bros. Ford, Colton $35,655.24 Raceway Ford, Riverside $35,832.52 Fairview Ford, San Bernardino $35,891.79 Person Ford, La Verne $36,004.33 The two F-150 pickup trucks are being purchased for Code Compliance staff through the Riverside County Abandoned Vehicle Service Authority's budget. These funds are currently used to reimburse jurisdictions within the Riverside County for purchases such as vehicles. The Abandoned Vehicle Service Authority fund may be eliminated by the State of California in July 2006 and therefore it would be advantageous for the City to purchase the two pick-ups now. By replacing them now, the City is able to utilize the funds available from the County. The two Honda Civic vehicles will be assigned to the Visitor Center staff for their use until the time they need to be surplused and would not be replaced. Alternative fuel vehicles in this category are not readily available. Ford Motor Company no longer manufactures these vehicles. The types of alternative fuel vehicles that may be available are not serviceable locally. Public Works staff has reviewed the bids and recommends the award of purchase to Moss Bros. Ford. Funds need to be appropriated to the vehicle replacement fund account number 530-4195-415-4030. The City of Palm Desert will be fully reimbursed from the County of Riverside Abandoned Vehicle Service Authority's budget. One of the items of discussion on the agenda was the surplus revenue in the service authorities budget. The State of California is proposing to take back the surplus funds that are left in the Abandon Vehicle Service Authority's budget. These funds are currently used to reimburse jurisdictions within Riverside County for all purchases such as vehicles, supplies, and equipment that are used by code compliance staff to enforce abandoned vehicle ordinances and regulations. In 2000, the previous Maintenance Services Manager, Tom Bassler, purchased two Honda Civic vehicles for code compliance. These vehicles were initially purchased with city funds, after submitting the invoices for reimbursement to the Abandon Vehicle Service Authority, the City was reimbursed the full cost of the vehicles. During a recent discussion with Maintenance Services Manager, Carlos Hernandez, he informed that the two 2000 Honda Civics are scheduled to be replaced in the 2007 fiscal year. I advised him of the potential loss of funds from the Abandoned Vehicle Service Authority. Therefore, I am recommending the two vehicles be replaced before July 1, 2006, so 1 that can submit the cost of the vehicles to the Abandoned Vehicle Service Authority for reimbursement. If the vehicles are not replaced before the July 1, 2006, deadline, and if the State's proposal to eliminate the surplus funds from the Abandon Vehicle Service Authority's budget is approved in July of 2006, the cost for replacement of these two vehicles will be exclusively at the expense of the City in the 2007 fiscal year. I am submitting this request for your consideration and approval. Time is of high importance to allow Carlos Hernandez to go forward with the bidding process, purchase the vehicles, and to submit the required paperwork for reimbursement before the proposed deadline. Upon receiving your approval, I will submit a request to the Abandoned Vehicle Service Authority to secure the funds for reimbursement of the vehicles.
