Staff recommends that Councii, by minute motion, receive and file this informational
report and allow the night closure of 42"d Avenue and Corporate Way for installation of
the sewer line along those streets.
DISCUSSION:
The Coachella Valiey Water District (CVWD) identified a need for an upgraded sewer
line to service residents of Cathedral City, Rancho Mirage, and Palm Desert. The new
sewer iine will help accept the increased volume that comes with the new development
within the three cities. CWVD awarded the $12 million sewer constructian contract to
ARB, Inc. ARB is a large construction company based aut of Lake Forest, California,
experienced in large-scale sewer line construction.
This project is one of the most complex sewer projects ever undertaken in Palm Desert
and the Coachella Valley. The project will install a thirty-three inch sewer line along
approximately three and one half miles of streets within the City of Palm Desert.
Beginning at the sewer treatment plant off of Cook Street, the sewer installation will
proceed as follows:
• North on Cook Street to 42"d Avenue
� West on 42"a Street to Corporate Way
• North on Corporate Way to Hovely Lane East
• West on Hovely Lane East to Portola Avenue
• North on Portola Avenue to Hovely Lane West
• West on Hovely Lane West to Monterey Avenue
• North on Monterey Avenue to Country Club Drive.

The CVWD scheduie calls for the sewer line construction project to be completed within
one year.
The depth of the sewer line varies between 12 and 24 feet at its deepest point. These
depths make the instal(ation of the sewer line more complex and would resuit in
substantial impact to city streets, u#iliiies, landscaping, and signals. Therefore, the City
encroachment permit issued to CVWD and their contractor includes substantiai
requirements for construction, maintenance of traffic, lane closures, protection of
utilities, reimbursement for city staff inspection, and restoration of streets inctuding
pavement, medians, landscaping, and traffic signal loop detectors.
The encroachment permit also includes requirements for heightened project public
outreach and awareness. As a condition of the project, CVWD is required to provide
and distribute project information and handle questions and complaints via an
established website and hotline. CVWD has hired a public relations firm, Adler and
Associates, to communicate project information and perForm outreach in conformance
with our requirements. Several flyers have been generated and mailed to residents and
businesses notifying them of the impending project (see attached flyers). As the project
progresses through various areas, the following outreach activities will be conducted: 1)
open houses will be held to inform the public of the project and impending closures and
give them the opportunity to ask questions and respond to their questions, 2) individual
adjacent residents, owners, and businesses will be directed contacted, and 3) media
releases will be issued to local newspapers, radio, and television stations. Attached is a
recent article that was printed in the Desert Sun April 11, 2006 regarding the project.
Night work is being allowed in the first section of the project: Cook Street, 42"d Avenue,
and Corporate Way to lessen the impacts to the high concentration of businesses on
these streets. The sewer line is also at its deepest on 42nd Avenue and Corporate Way
and will require more room for construction. Because these streets are also narrow, the
contractor also requested that these streets be closed during nighttime construction
from 7:00 p.m. to 5:30 a.m. Emergency vehicles and business owners would be
granted local access. For these reasons and for traffic safety, the City Director of Public
Works and the Traffic Engineer recommend that these streets be closed to through
traffic for the sewer installation.
The contractor has already begun work within the CVWD sewer treatment plant. Traffic
control is scheduled to be in place on Cook Street this week. The median will be
removed and the lanes restriped to provide two lanes in each direction. The contractor
proposes to have a six hundred (600) foot median closure in place along the route.
When the work is completed in that section, the contractor will pave back the completed
portion and set up another 600' section for construction.

Water District (CVWD) to install a new 33-inch sewer pipeline 3.5 miles across
Monterey Avenue and Cook Street and along Hovley Lane West, Portola Avenue and
Hovley Lane East.

A larger-capacity pipeline is needed to replace the existing pipeline, which is
unsuitable to accommodate the rapid development and future growth for the cities of
Palm Desert, Rancho Mirage and portions of Cathedral City. Moreover, the new sewer
iine wiit prevent potential sewer spills during peak wet-weather periods when
existing trunk sewers are vulnerable.
The $12-million project is funded through the CVWD's Sanitation Capacity
Charge, which is a one-time fee paid by homeowners or business customers who
connect to the districYs sewer system for the first time.
Construction wili take place in segments of 600 feet at a time. The first phase will
begin along Cook Street up to 42"° Avenue. Then, work crews will continue along 42^°,
Corporate Way and Hovley Lane East where many businesses operate. The project will

require lane closures to allow for trenching of up to 24 feet around locations
including the Paim Desert Post Office and James Carter Elementary School as well as
various businesses.
CVWD officials are making all necessary preparations to accommodate
businesses and residents who will be affected by construction schedules as weil as
street closures and detours. Some of the construction will be completed at night to
minimize traffic disruption.
Public meetings will be scheduled to allow residents and business owners to
address any questions or concerns regarding the project. Mailers and flyers will be
delivered to all residents and businesses in the project area with notificatian of ineeting
times as well as regular updates and construction alerts. Information on how to contact
CVWD representatives who will be available to assist residents or business owners
during the project will also be provided.
Construction is set to begin March 27t" with a project completion date expected for
February 2007.
