Recommendation:
By Minute Motion, concur with the Palm Desert Police Department's proposal to accept
approximately $11,000 in Edward Byrne Memorial - Justice Assistance Grant (JAG) Funds for 2006
to fund the purchase of Target Team bicycles, a video camera, and three digital cameras for patrol
operations.
Discussion:
The Palm Desert Police Department is seeking approval of Edward Byrne Memorial - Justice
Assistance Grant (JAG) funds in the amount of $11,000 for the purchase of Target Team bicycles,
a video camera, and three digital cameras for patrol operations.
At its meeting of April 12, 2006, the Public Safety Commission considered this request and
recommended that the Palm Desert City Council concur with the Police Department's proposal to
accept these funds for the above -mentioned use.
The application process requires consideration of this grant during a public hearing before the City
Council. A timely legal notice was published in accordance with the requirements.

SUBJECT: 2006 JAG funding proposal for Target Team Equipment
Recommendation:
By Minute Motion, recommend that the Palm Desert City Council concur with the Police
Department's proposal to accept approximately $11,000 in Edward Byrne Memorial -
Justice Assistance Grant (JAG) Funds for 2006 to fund the purchase Target Team
Bicycles, (1)Video Camera and (3) Digital Cameras for Patrol operations.
Executive Summarv:
The Office of Justice Planning (OJP), U.S. Department of Justice, has offered a
streamlined justice funding and grant opportunity identified as the Edward Byrne
Memorial — Justice Assistance Grant (JAG) program. This program allows states, tribes
and local governments to support a broad range of activities to prevent and control crime
based on their local needs and conditions. JAG Funds can be used for state and local
initiatives, technical assistance, training, personnel, equipment, supplies, contractual
support, and informational systems for criminal justice and for any one or more of the
following purpose areas;
• Law Enforcement Programs
• Prosecution and court programs
• Prevention and education programs
• Corrections and community corrections programs
• Drug treatment programs
• Planning, evaluation, and technology improvement programs
The City of Palm Desert is eligible for approximately $11,000 in Justice Assistance Grant
(JAG) funds for 2006. The Palm Desert Police Department would like to use these funds
to purchase equipment to support the following Law Enforcement programs;
JAG 2006 - Proposal
Palm Desert Special Enforcement Team (Target Team) — Enforcement Programs
The Palm Desert Special Enforcement Team is a dedicated "street enforcement" team
used to support and enhance the efforts of our regular patrol division. The Special
Enforcement Team consists of one sergeant and four team members and is responsible
for a wide range of duties such as focused patrol and enforcement for specific problem
areas within the City. The Team often works in a plain clothes assignment with a flex
schedule to provide aggressive enforcement regarding drug and theft related problems.
This Team is also responsible for uniformed bicycle patrol during large scale City events
and during special enforcement programs.
Bicycle Patrol Equipment needs
It is requested that a portion of these JAG funds be used to purchase (5) new police patrol
bicycles for the Special Enforcement team members. The team's current patrol bicycles
are approximately 10 years old and need to be replaced.
Therefore we propose to use a portion of the grant fund to purchase (5) new bicycles at a
cost of approximately $1,500 each for a total of $7,500.
Video and Digital Camera Equipment needs
The Palm Desert Target Team conducts detail investigations regarding theft, drugs and
violent crimes within the City of Palm Desert. The use of quality digital, photography
and video assist in the documentation and prosecution of these cases. It is further
recommended that the remaining funds be used to purchase (1) quality Video Camera and
approximately (5) Digital Cameras. The estimated cost of the Video Camera is $1,000
and the total cost of the Digital Cameras is approximately $2,500 total of $3,500.

Cost Analvsis:
The City of Palm Desert has applied for $11,000 in the Justice Assistant Grant (JAG)
funds 2006. If received the JAG Funds will be used to purchase the above listed
equipment as per the grant guidelines. The total cost of this proposal would be $11,000.
