Status of project to copy photos in City building lobby areas — Kent Routh will call Don Graybill and check with him. ■ Item 9 & 10. Status of hiring consultant and Mills Act. — Contract goes to Council May 25, 2006 recommending approval to hire LSA Associates, Inc. for ordinance and mills act program. ■ Item 11. Why preservation pays document/booklet -- Will follow the consultant's work on Mills Act. ■ Item 12. Memberships in National Trust for Historic Preservation and California Preservation Foundation — Payment processed April 14, 2006 and Committee members should receive their subscription soon. ■ Item 13. Status of City map mounted on foam board for reference by the Committee. — In progress ■ Item 14. Status on program for recognition of historic remodeling — Kent Routh — July 31, 2006 regular meeting. 2. Committee Member Jan Holmlund indicated that Richard Twedt, Public Arts Manager and Committee Member Jim West, who were very involved in the City's art and architecture book needs to receive special recognition from the City Council. Amir Hamidzadeh, Director of Building and Safety, indicated he would check into the recognition. B. SUBCOMMITTEE REPORT -- None C. INDIVIDUAL COMMITTEE MEMBER REPORTS Methodology to Move Issues Through the City — Committee Member Jan Holmlund requested that the Historic Preservation Committee be provided a copy of the approval routing checklists used by the City. In addition, she recommended that Gale Broeker be the liaison between the Committee and Ali to work on researching routing requests. After discussion it was determined that this would be an item for the June 16, 2006 Workshop meeting. 2. Development Overlay — Committee Member Jan Holmlund said that this item was drawn to the Historic Preservation Committee's attention as the result of an item on the May 11, 2006 City Council agenda; therefore, the Committee would like to make a recommendation for any future development overlay items. Motion: Committee Member Jan Holmlund moved to recommend that a letter be prepared to the City Manager suggesting a formal development overlay procedure, in cooperation with all affected Departments, in the City of Palm Desert as follows: 1. All requests for overlay action to the City Council will be issued as a single agenda item. No requests for overlay action to the City Council will be attached to a single project. 3. All requests for overlay action to the City Council will be noticed to the Historic Preservation Committee upon receipt. This motion was seconded by Committee Member Bonnie Bowie and received unanimous approval 5-0. Committee Member Gale Broeker commented that this procedure will avoid the perception of preferential treatment on a particular project, as was recently discussed in the City's ethics class. V. OLD BUSINESS A. College of the Desert Campus Changes Update -- Committee Member Kim Housken and Chair Kent Routh attended the May COD meeting, and the main topic of discussion was the location of the Library. Most people wanted to see it back in the center of campus. The next meeting is June 20, 2006, 1:00 p.m. — 2:00 p.m. B. Consultant Update -- Amir Hamidzadeh, Director of Building and Safety, said that the contract for LSA Associates, Inc. is on the May 25, 2006 City Council agenda. Mr. Hamidzadeh will check with the consultant to see if they are available to meet with the Historic Preservation Committee at the June 16, 2006 Workshop meeting. C. Showing of "Desert Utopia" in Palm Desert Update — Chair Kent Routh said that Committee Member Jim West said that the film would not be shown this summer in the Desert because it is on tour in New York. When it is shown, it might be better if shown to a larger group. Chair Kent Routh indicated he would look into the availability of a larger venue and associated costs. VI. NEW BUSINESS A. Joint Meeting with Indian Wells Historical Foundation -- This item was discussed at the Committee's May 19, 2006 Workshop meeting to consider the concept of networking through the formation of a formal liaison with the Palm Desert Art in Public Places Commission, the Historical Society, Rancho Mirage Historic Committee, and the Indian Wells Historic Preservation Foundation. It was also suggested that the networking concept be extended to include a Committee Member from the Palm Desert Historic Preservation Committee attending the Rancho Mirage Historic Committee meetings. Motion: Committee Member Bonnie Bowie moved that a formal letter of invitation be extended to the Indian Wells Historic Preservation Foundation, the Rancho Mirage Historic Committee, and the Historical Society of Palm Desert to attend the regularly scheduled meetings of the City of Palm Desert G:\BldgSfty\Mary Clark\Word data\Histodc Preservation Comm ittee\Minutes\Minutes052206.doc. HISTORIC PRESERVATION COMMITTEE Minutes MAY 22, 2006 Historic Preservation Committee. This motion was seconded by Committee Member Jan Holmlund. It received unanimous approval 5-0. VII. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA None X. CONFIRM NEXT MEETING DATE AND ADJOURN The Historic Preservation Committee scheduled a Special Meeting on Monday, June 5, 2006 at 10:00 a.m. The Historic Preservation Committee's next workshop is Friday, June 16, 2006, 10:00 a.m., Council Chambers Conference Room The Historic Preservation Committee's next regular meeting is Monday, June 26, 2006, 10:00 a.m., Administrative Conference Room.
