SITE PLAN Recommendation: By Minute Motion: 1) Approve the design proposal "Ground Swell" by Phillip K. Smith, III, for the Village at University Park project, located at 36-891 Cook St., Palm Desert, California; 2) appropriate $70,000 from Account No. 436-0000-312- 2700 for future reimbursement, as part of the Art in Public Places art component fee. Executive Summary: At its meeting of July 19, 2006, the Art in Public Places Commission approved the proposed design by artist Phillip K. Smith, III, as the art component for the Village at University Park project. The artwork consists of two basalt fountains located along the axis between two retail buildings at the comer of Gerald Ford Drive and Cook Street. The piece located closest to both streets is the largest sculpture of approximately 14' in diameter, ranging from 3' to 11' in height and will function as the gateway piece to the development. The second sculpture will function as the focus of the plaza area of the development. Half of the basalt columns will be drilled for water to flow slowly out of the top of the columns. Several of the tops of the columns will be drilled for uplights to emphasize the trickle of water at night. Baja Cresta cobble ranging in size from 4" to 8" will cover the bases of the fountains so the basalt columns will appear to be rising up from the stones. Discussion: Mr. Smith is a well-known artist, designer, and architect in the Coachella Valley, who recently was selected to exhibit some of his artwork in a group exhibition in New York City. An example of his architecture can be seen on Highway 74 with the new addition to the Presbyterian Church. Submitted by: V_A I FVhard Twedt, Public Arts Mgr.
