CITY OF PALM DESERT STAFF REPORT REQUEST: APPROVAL OF $80,000 IN FACADE ENHANCEMENT PROGRAM CONSIDERATION FUNDS TO 10 EL PASEO, LLC, FOR "CROSSROADS AT EL PASEO" LOCATED AT 73-010 EL PASEO SUBMITTED BY: BRYCE LYNN WHITE, PROJECT ADMINISTRATOR DATE: AUGUST 24, 2006 CONTENTS: PHOTOS OF EXISTING BUILDING ELEVATIONS OF NEW STOREFRONTS Recommendation: By Minute Motion, that the City Council approve $80,000 in Facade Enhancement Program consideration funds to 10 El Paseo, LLC, for the "Crossroads at El Paseo" located at 73-010 El Paseo. Funds are available in account 400-4800-454-3875. Executive Summary: Approval of the request will provide City assistance to rehabilitate the exterior of the subject property and is within the guidelines of the Facade Enhancement Program. Denial of the request will not allow City assistance at the amount recommended. Discussion: 10 El Paseo, LLC, are the owners of "Crossroads at El Paseo" at 73-010 El Paseo. This building was formerly occupied by Jenny Craig, The Spine Institute, and Hathaway Chiropractic, which will remain as a tenant in the building. The proposed businesses in addition to Hathaway Chiropractic are First Republic Bank and El Paseo Wealth Management. The property fronts on Highway 74 and El Paseo. The City Council, at the January 26, 2006, council meeting, amended the FEP guidelines to include parcels with frontage on the west side of Highway 74 between El Paseo and Highway 111. The FEP guidelines allow for standard sized lots (60-foot frontage, 12,000 square feet) to receive consideration for half the cost of improvements to a maximum of $40,000. Larger properties are eligible for additional funds with City Council approval, which is applicable to this property. The property's total frontage is 144 lineal feet and it is Staff Report Approval of $95,000 in Fagade Enhancement Program Consideration Funds for "Crossroads at El Paseo" Page 2 of 2 August 24, 2006 approximately 31,000 square feet in area. The size of this property makes it eligible for FEP consideration funds to a maximum of $80,000 subject to City Council approval. Staff has been assisting the former and current owners since 2002 and has encouraged major remodeling of this property. The projected cost to complete the improvements as approved by the Architectural Review Committee on October 11, 2005, is $1,007,000. Currently, work on the subject property is underway. The improvements will dramatically alter the appearance and architecture of the building and are more significant in scope than most FEP projects. The design and scope of this project is similar to the FEP project approved on January 26, 2006, for the "Crossroads Center" at 73-030 El Paseo, which has been completed. Staff presented the project to the Retail Committee on November 8, 2005, for its review and direction. The Retail Committee took into consideration the location, size, and scope of the proposed project, and felt that this project merited FEP consideration funding in the eligible amount. Staff concurs with the Retail Committee and recommends funding in the amount of $80,000 from the Fagade Enhancement Program.
