RECOMMENDATION
By Minute Motion:
ADOPT RESOLUTION NO. 06-117 AMENDING RESOLUTION NO.
04-84 AND ESTABLISHING NEW BUILDING PERMIT FEES FOR THE
INSTALLATION OF SOLAR PHOTOVOLTAIC SYSTEMS AND FOR
THE REPLACEMENT OF AIR CONDITIONING AND HEATING
SYSTEMS.
DISCUSSION
As the City of Palm Desert embarks on a 5-year program to save energy, two major
components to achieve this goal are: installing photovoltaic solar systems, and
replacing older air conditioning and heating systems with new high efficiency systems.
Currently the permit and plan check fees charged are as follows:
Installation of PV solar system ........................... $523.60
Replacement of Air Conditioner and Furnace........$193.60
This resolution before you tonight reduces the permit and plan check fees to the
following amounts:
Installation of PV solar system........................... $75.00 ($448.60 reduction)
Replacement of Air Conditioner and Furnace........$40.00 ($153.60 reduction)

In the promotion of energy efficiency, every little bit helps. These lower permit fees will
help in removing the common excuse that contractors use when caught doing work
without a permit.

RESOLUTION NO. 06-117
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, AMENDING RESOLUTION 04-84, AS IT
RELATES TO THE BUILDING AND SAFETY FEE SCHEDULE FOR
PHOTOVOLTAIC SOLAR SYSTEMS, AIR CONDITIONING, AND
HEATING PERMITS, AND PLAN CHECK FEES.
WHEREAS, the City Council of the City of Palm Desert, California, did on July 8, 2004,
approve fees for inspection and plan review services within the Development Services
Departments as described on the Cost of Services Study, Volume I and II conducted by
Zucker Systems.
WHEREAS, the City of Palm Desert has embarked on a 5-year program to reduce
energy usage by 30%, and peak demand load by 30%; and
WHEREAS, the City of Palm Desert encourages the installation of energy efficient
photovoltaic solar systems and replacement of old, low efficiency air conditioning and
heating systems with new, high efficiency systems; and
WHEREAS, the reduction in permit and plan check fees for installation of new
photovoltaic solar systems and for replacement of low efficiency air conditioning and
heating systems will benefit property owners in cost savings on the installation of such
systems:
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF PALM DESERT
DOES HEREBY AMEND THE BUILDING AND SAFETY FEE SCHEDULE AS IT
RELATES TO PHOTOVOLTAIC SOLAR SYSTEMS, AIR CONDITIONING AND
HEATING SYSTEM PERMITS, AND PLAN CHECK FEES AS FOLLOWS:
• Air conditioning and heating system replacement $40.00
• Photovoltaic solar energy systems including plan check fee $75.00
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Palm Desert City
Council, held on this day of , , by the following vote, to wit:
