CALL TO ORDER Chair Kent Routh called the meeting of the Historic Preservation Committee to order at 10:00 a.m. II. ROLL CALL Present: Absent: Bonnie Bowie None Gale Broeker Kim Housken Jan Holmlund Bob Pitchford Kent Routh Jim West Vera Handley, Alternate Also Present: Amir Hamidzadeh, Director of Building and Safety Hal Rover, Historical Society Mary Clark, Recording Secretary III. APPROVAL OF MINUTES Committee Member Jan Holmlund moved to approve the minutes of the September 26, 2006 meeting with a change under C.3. to show the correct spelling for Maryon Toole. Committee Member Kim Housken seconded the motion. It received unanimous approval 8-0. IV. ORAL COMMUNICATIONS A. CHAIR REPORT Future Svmposiums -- Chair Kent Routh pointed out that there are several symposiums coming up in the spring, and he will provide a list so that Committee Members can attend. B. SUBCOMMITTEE REPORT 1. Committee Member Jim West addressed his letter of resignation from the Historic Preservation Committee, and wanted everyone to W:\Agenda Items\2006-Dec 14\BldgSfty Historic Preservation Minutes\Minutes103006.doc HISTORIC PRESERVATION COMMITTEE Minutes OCTOBER 30, 2006 understand that the decision was not made lightly. Because of his work schedule he could not make the meetings on a regular basis. Chair Kent Routh indicated that the Committee was not willing to let Jim West leave the Committee so easily, and we would be in touch by email, phone, etc. seeking his wisdom and advice. Committee Member Jan Holmlund said that she hoped that Jim West could stay in touch with everyone, and stays involved unofficially in an advisory capacity. Mr. West said he would be involved and would like to stay in the communication loop. 2. Committee Member Jim West wanted to thank the City of Palm Desert for their participation in the Lifetime Achievement Award Banquet honoring William Krisel, AIA on Saturday, October 14, 2006. Mr. West said that for this event he wrote a booklet on the lifetime work of Bill Krisel and gifted it to the event. Mr. West provided a copy of the booklet for the City archives. 3. Committee Member Jim West said that the City of Palm Desert Art and Architecture Book is becoming recognized and well received in the community. 4. Committee Member Jim West said that on November 19, 2006 the Palm Springs Preservation Foundation is hosting The Class One Experience, which is a walking tour of historic sites on Palm Canyon and Indian Canyon and adjacent sites. The event ends with a reception at the old Tennis Club, and a book will be included. Mr. West suggested that Historic Preservation Committee members attend. 5. Committee Member Jim West said that on December 1, 2, and 3, 2006 the national magazine, "Dwell', is sponsoring a conference, home tours and showcase of Hotel Zoso in Palm Springs. There will be a cocktail event at the Lautner house, which is one of the most famous houses in the Coachella Valley. In addition, the film Visions of Utopia will be shown again. 6. Committee Member Bob Pitchford provided a copy of 1951 plans for a Walter White house located on 73199 Pinyon Street. A copy was provided for the City archives. 7. Committee Member Jim West commented that at 141 Sandpiper, which is #12 on the unofficial list, is undergoing a major construction project, which involved an addition and changed the roofline. This property is located in the first circle, Gate F, and was built in 1958. Mr. West indicated that many homeowners are very upset with the City. In addition, this project was not brought to the attention of the Historic Preservation Committee. HISTORIC PRESERVATION COMMITTEE Minutes OCTOBER 30, 2006 the Committee and on staff that could have recommended a design that would be acceptable to everyone. Amir Hamidzadeh, Director of Building and Safety, indicated he would check into this project. 8. Committee Member Jan Holmlund said she would like to go on record to say that whether a community is gated or open it is all part of the City and under the same sky and breathes the same air and meets all of the laws of the City. C. INDIVIDUAL COMMITTEE MEMBER REPORT 1. Colleae of the Desert Campus Chanaes Update — Chair Kent Routh said that he and Committee Member Kim Housken attended the October meeting and there are going to be six to ten projects going on at one time. Committee Member Kim Housken said that the Library is going to change again. An addition on the east side of the Library building is being proposed and would be less obtrusive. Ms. Housken said that the existing pool is being taken out since it was condemned. The gymnasium will be torn down because is won't pass the seismic code. 2. Report on Riverside Countv History Svmposium — The Riverside County Historical Commission presented a symposium on October 27, 2006. Committee Member Vera Handley thought the presenters were excellent and knew their subjects. Committee Member Jan Holmlund provided a packet of information from the symposium for the City's files. Committee Member Jim West commented that even though he enjoyed the symposium that last year's symposium provided more hands on and practical assistance, which was more beneficial. 3. Committee Member Jan Holmlund said that she attended the rededication of the Washington Charter Elementary School on Saturday, October 28, 2006, and Ms. Holmlund provided a copy of a map of the new buildings. Copies will be made for all Committee Members to add to their property books. 4. Committee Member Jan Holmlund indicated that she had attended the City of Rancho Mirage Historic Preservation Commission Meeting on October 10, 2006 and invited them to attend the City of Palm Desert Historic Preservation Committee meetings. Ms. Holmlund provided a copy of the agenda and name of the contact person for the Rancho Mirage Historic Preservation Commission. Copies of the agenda will be made for each Committee Member. 5. Committee Member Jan Holmlund said that the California Preservation Conference would be held May 3-8, 2007 in Hollywood, California. HISTORIC PRESERVATION COMMITTEE Minutes OCTOBER 30, 2006 V. OLD BUSINESS A. Site Marker Designs Update — Committee Member Bob Pitchford indicated he did not have anything to report at this time. It was determined that the next step is to take the plaque to Council for approval and funding since the Historic Preservation Committee has approved the design. B. Status of Ordinance — Amir Hamidzadeh, Director of Building and Safety, said that LSA Associates is finalizing the input from the Historic Preservation Committee. Once Mr. Hamidzadeh receives the draft, he will provide a copy to the Committee, appropriate Department Heads, and City Attorney and then schedule a meeting for all concerned. Mr. Hamidzadeh indicated that realistically the ordinance might not be ready to go to Council until after the first of the year in order to give everyone time for review and comment. VI. NEW BUSINESS A. Propertv Approvals — Committee Member Jan Holmlund said this item is related to the forms needed for property approvals. Amir Hamidzadeh, Director of Building and Safety, will check with LSA Associates to see if they have developed the appropriate forms as they relate to the draft ordinance. B. Establishinq Desiqn Standards — Committee Member Jan Holmlund shared information on design kits for a historic preservation program that she wrote and were used in Florida schools and could be considered for a future program. Committee Member Jim West commented this type of information would be a good foundation for public relations. Ms. Holmund suggested that the Design Review Subcommittee meet after the November workshop meeting to discuss design standards. C. Change to Regular Meetinq Day for Historic Preservation Committee — After discussion, it was decided that the regular meetings of Historic Preservation Committee will be held on the last Tuesday of each month beginning with the November 2006 meeting. Amir Hamidzadeh, Director of Building and Safety, will make sure that meeting rooms are available to accommodate the change, and will confirm the change at the November 28, 2006 meeting. VII. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA None Vill. DIRECTOR ITEMS A. Amir Hamidzadeh, Director of Building and Safety, said that he had discussed the possibility of obtaining business cards for the Committee with the Human Resources Department. Amir Hamidzadeh, Director of Building and Safety, said that he wanted to thank Committee Member Kim Housken for showing him the house that she grew up in at 44870 Cabrillo, Palm Desert, California. C. Amir Hamidzadeh, Director of Building and Safety, thanked Jim West for everything he has done, and he will be missed. D. Amir Hamidzadeh, Director of Building and Safety, presented the City Council's committee gifts to the Historic Preservation Committee Members. IX. CONFIRM NEXT MEETING DATES AND ADJOURN The Workshop Meeting was confirmed for Friday, November 17, 2006, 10:00 a.m., Council Chambers Conference Room. The Regular Meeting, is Tuesday, November 28, 2006, 10:00 a.m., Administrative Conference Room.
