PALM DESERT SISTER CITIES COMMITTEE MEETING
THURSDAY, OCTOBER 19, 2006 — 3:00 P.M.

A. MINUTES OF THE REGULAR MEETING SEPTEMBER 21, 2006
Mr. Bill Harris moved to, by Minute Motion, approve the September 21, 2006, meeting
minutes. Motion was seconded by Ms. Patricia Bannon and carried 7-0 by a show of hands.
V. CONSENT ITEMS HELD OVER
VI. NEW BUSINESS
A. GOLF CART PARADE PARTICIPATION
The Committee agreed to participate in the Golf Cart Parade.
Mr. Harris suggested that the Committee go forward with preparing a plan for
the golf cart without a lead person.

Ms. Rose Mary Ortega suggested that the Public Relations & Promotions
Subcommittee be encouraged to become involved with the Parade.
Mr. Harris moved to, by Minute Motion, to participate in the Palm Desert Golf Cart
Parade with the approved budget. Motion was seconded by Ms. Donna Jean Darby and carried 7-0
by a show of hands.

Vill. OLD BUSINESS
A. ART OF FOOD & WINE FESTIVAUVOLUNTEERS
Mr. Mark Talboys updated the Committee on the Art of Food & Wine Festival.
He stated that the Kaiser Grill would be preparing New Zealand fare at two
events at the Festival. He elaborated on the duties required by the volunteers
during the Festival.
Mr. Frank Villar, Ms. Bannon, Mr. Harris, Ms. Ortega and Ms. Darby volunteered
their time.
No action was taken.
B. MAYORAL VISIT TO PALM DESERT — NOVEMBER 2006
Mr. Talboys reviewed the itinerary of the Mayoral visit. He said Mr. Otero was
taking care of all transportation needs as related to the Delegation.
Mr. O'Jay Vanegas donated six tickets for the Choreography Festival at the
McCallum Theatre for Saturday evening. Ms. Darby said she would see about
getting additional tickets for that event.
Mr. Talboys stated that it would be great if most of the Committee were with the
Delegation at most of the events scheduled on the itinerary.
He thanked Ms. Gilligan, Mr. Ortega, Mr. Aryan, and Ms. Wimbish for their input
and support of the visit.
No action was taken.
C. CONSIDERATION OF WEBSITE DEVELOPMENT COMPANY (Added to
agenda by unanimous vote.)
Report was given under Public Relations & Promotions Subcommittee item.
Mr. Harris moved to, by Minute Motion, approve Thetford Web Development as the
Committee's web development firm. Motion was seconded by Mr. Villar and carried 7-0 by a show of
hands.

IX. REPORTS AND REMARKS
A. CITY COUNCIL
None
B. COMMITTEE CHAIR
Mr. Talboys thanked the Committee members for attending the reception for
Brian Crawshaw.
C. COMMITTEE MEMBERS
Ms. Ortega said Mr. Rosalio Plata was very appreciative to the City of Palm
Desert and the Palm Desert Sister Cities for its support in the Mochahete
Festival at the Park. A beautiful crystal bowl was given to the City in
appreciation, which was presented at the dinner.
D. SUBCOMMITTEE MEMBERS
- Art, Culture & Education
Mr. Vanegas announced that the Palm Springs Art Museum was
celebrating the "Day of the Dead" on Saturday, October 21, 2006.
Mr. Talboys stated that the McCallum had scheduled only one
performance of the Ballet Folkloria on November 1, 2006.
Tourism & Economic Development
Mr. Talboys announced the dates of the Golf Tournament. Thursday,
April 19, 2007 and Friday, April 20, 2007. Tommy Bahamas has once
again agreed to host the pairing party. He updated the Committee on
some changes. He asked that the Committee start thinking about items
for the silent auction.
Humanitarian
Mr. Otero reported that he spoke with Jaime from Ixtapa-Zihuatanejo and
said that the ambulances could be shipped within the next two to four
weeks.
Ms. Ortega announced that she was submitting her resignation as Chair
of the Humanitarian Subcommittee. She distributed a report, which
outlined the status of all pending projects as well as contact information
on individuals associated with each project. Ms. Ortega asked Mr. Harris
to supercede her as Chair and he accepted the position. She will
continue her involvement with the Sister Cities Committee.

She added that she was very proud of the accomplishments made by the
Committee and proud to have been given the responsibility to Chair the
Humanitarian Subcommittee.
Mr. Talboys thanked Ms. Ortega on behalf of the Committee for her
leadership in the Humanitarian Program, which has been a vital part of
the Committee's activities and has had a tremendous impact in Ixtapa-
Zihuatanejo. He added that she had done an exemplary job in leading
the program and representing Palm Desert Sister Cities.
Ms. Ortega reported on the Lifeguard Training Program.
- Public Relations & Promotions
Mr. Talboys distributed a report from Mr. Hoehn with regard to Sister
Cities website development. He read a letter from Mr. Hoehn to the
Committee.
The Committee discussed the report and whether there would be a
conflict of interest with the hiring of the Thetford Web Development firm.
