By Minute Motion:
1. Permit the sale, possession, and consumption of beer and wine on City owned
property in connection with a special event, the Palm Desert Golf Cart Parade,
scheduled to be held on January 14, 2007.
2. Authorize a golf car agility challenge and golf car show to be held in the public right
of way in connection with the 2007 Golf Cart Parade.
Executive Summary:
Approval of this request will allow various local Rotary Clubs to sell beer and wine as a
fund raising activity at the 2007 Palm Desert Golf Cart Parade and authorize the use of
public property to hold a golf car agility challenge and golf car show in conjunction with the
same event.
Background:
Pursuant to Palm Desert Municipal Code 9.58.040, the City Council must grant permission
to allow the sale and consumption of alcoholic beverages on City owned property. Various
Rotary Clubs in the Coachella Valley are the applicants for the sale of beer and wine at two
locations (map attached) at the annual Golf Cart Parade scheduled to be held January 14,
2007. The sale, possession, and consumption of beer and wine will be limited to beer
garden areas, which will be specifically designated as such. The City Council will grant,
if passed, the sale of beer and wine contingent upon approval of the Palm Desert Police
Department and after a one day permit is issued by the Alcohol Beverage Control Board.
City staff will work with event organizers on the specific locations and hours of operation
for the beer garden. The Palm Desert Police Department has reviewed the request for the
addition of a second beer garden and recommends approval of the request.
The 2007 Golf Cart Parade Committee is also requesting the addition of two activities to
be held on public property in conjunction with the Parade. The first is a golf car show,
which would be a static display of vehicles. The second is a golf car agility challenge,
which would be a timed competition of golf cars through an obstacle course. The Palm
Desert Police Department has reviewed the proposal and recommends approval of both
activities.
Staff recommends that the City Council permit the sale, possession, and consumption of
beer and wine pursuant to PDMC 9.58.040 at the 2004 Palm Desert Golf Cart Parade, a
special event scheduled to be held on January 14, 2007, and approve the two proposed
activities scheduled to be held on public property.

Requesting Council approval for Beer Gardens on El Paseo
Dear Pat,
The 2007 parade board is requesting a second location for an additional beer garden.
Past parade attendees have repeatedly requested a second location for beer and water to
the west end of the parade route.
The first location, as always will be at the corner of Larkspur and El Paseo. The second
location would be at the corner of Lupine and El Paseo. We have attached an area map
indicating the requested locations.
The parade has increased in popularity over 20% per year with more and more attendance
by valley residents. The need for more refreshments is necessary and the second beer
garden area will also carry water.
The beer garden is being put on by valley Rotarians and will be staffed by volunteers. In
keeping with city and ABC regulations, it will be fenced and guarded by Rotary
personnel.
We thank you in advance for your assistance in securing Council approval for this
important desert event.

Subject: MEMO: ADDITION OF NEW FEATURES FOR THIS YEARS GOLF CART PARADE
Good day Pat, this is to advise you and the city of the new additions to this years Golf Cart Parade, Sunday
Jan. 14. The golf cart committee has been working hard to add some new and interesting features to this years
parade. We have designed 2 new major features.
1) A golf cart car show, held on the El Paseo, this event will be held from 10 am through the end of the parade.
We are promoting this as the only golf car show in the state, it will be run just like a car show but only for non
gas cars (golf carts). People spends thousands of dollars on these customized carts and we hope to draw a
big crowd to participate as well as spectators.
2) A golf cart agility challenge, is new to this years event. This event will be held in front of the gardens, on the
El Paseo from 9am and ending at 12:45. 16 pre selected participants from golf clubs throughout Palm Desert
will drive a golf cart through an obstacle course in a timed competition. This should be a huge crowd pleaser!
Several heats will lead to the championships at 12:30.
3) Other new features of this years event a) an aggressive promotion to get more big floats even offering
financial assistance for non profits who want to build one. b) more entertainment prior to the parade all along
the El Paseo. c) expanded children's area will all sorts of free things for the kids to do.

SUBJECT: Staff Report- New Features during the 2007 Golf Cart Parade
The Palm Desert Police Department was requested to evaluate the impact of several new
features for the 2007 Golf Cart Parade. These include:
(1) The Golf Cart Show
(2) The Golf Cart Agility Challenge
(3) Addition of a second Beer Garden
The department utilizes personnel from existing staffing levels, specifically from our
specialty teams and traffic division, to provide resources for this yearly event. These
resources have historically accomplished our mission in providing a safe and pleasurable
experience for our citizens during this marquis event. In reviewing past operational
planning and after action reports regarding the annual Golf Cart Parade, minimal negative
impact was noted.
We feel the addition of these three new features will not adversely affect normal
functionality of police services. One area of minor concern is the addition of the second
Beer Garden. We believe this will cause us to spend a moderate period of time
monitoring this area, as we have done in the past with the existing Beer Garden, which
depletes some service levels in other areas. A rise in the temperature during the event
may generate additional consumption of alcoholic beverages, which in tune may cause
additional calls for service, and we always take an anticipatory approach towards events
we are involved with.
The Palm Desert Police Department can continue providing services for this event, as we
have in the past, and will not object to the addition of these features. We will provide an
analysis of the effect of these additions, by way of our yearly after action report, with
emphasis on the added Beer Garden and a forecast of what the 2008 event will require.
