Award the purchase of two pickup trucks to Fairview Ford of San Bernardino, California, for the sum of $32,121.00; 2. Reject the bid from Don Kott Ford as non -responsive; and 3. Appropriate $2,121.00 from the Fund 530-4195-415-4030, unobligated fund balance. Discussion: The City of Palm Desert formed the Parks and Recreation Division of Development Services in May of 2005. This newly created department assumed responsibility for the maintenance of all parks and sports fields in the City of Palm Desert, including all park amenities, inspection of all park landscape maintenance contracts, and new construction in the parks. In calendar year 2007, parks staff will also assume maintenance responsibilities for Freedom Park and the addition of four future parks in the University Park CFD project area. To adequately inspect current parks (200 acres), the Lead Maintenance Worker serves as the lead contact and contract manager for landscape maintenance contracts overseeing all parks, sports fields, haystack median, community gardens, Parkview building and Civic Center Park. There are three additional park maintenance workers. One serves as an irrigation specialist, overseeing irrigation in all areas. The other two park maintenance workers divide inspection responsibilities by type of park. One oversees all sports and ball fields, while the other oversees all park areas. All four park maintenance workers assume equal responsibility for daily park operational activities, emergencies, additional special events, and any other special projects as assigned. Currently, the four maintenance staff operates out of one truck, and no other trucks are available for their use. Award Bid Two Pickup Trucks Fairview Ford Page 2 of 2 December 14, 2006 Parks and Recreation staff requested and was approved to purchase one truck for fiscal year 2006-07 at a budgeted amount of $30,000. The significant increase in staff responsibilities and parkland has created the need for an additional truck, which will allow parks staff to efficiently carry out their tasks and respond to maintenance concerns without delays. Staff is requesting one additional truck, for a total of two new trucks, which will allow three of the four Parks Maintenance staff to work on separate park maintenance tasks concurrently. The two new pickup trucks will constitute an addition to our current fleet inventory. It is noted that alternative fuel vehicles in this category are not available. On November 28, 2006, sealed bids were opened for the purchase of two (2) F-150 pickup trucks, with the following proposals received: Don Kott Ford, Carson, CA Non -Responsive Fairview Ford, San Bernardino, CA $32,120.54 Raceway Ford, Riverside, CA $34, 297.09 Villa Ford, Orange, CA $32,648.60 Moss Bros. Ford, Colton, CA $39,564.14 O'Brian Chevrolet, Cathedral City, CA $46,501.78 Although Don Kott Ford submitted documents, they did not submit a responsive bid; the vehicles proposed did not meet all specified features (specifically, the emergency light bar and controls) in the proposal. Staff requests that City Council approve the purchase of two F-150 pick-up trucks at a total cost of $32,120.54. Parks and Recreation and Public Works staff have reviewed the bid proposals and recommend the award of purchase to Fairview Ford. Funds are available for this purchase in account 530-4195-415-4030.
