Direct Staff to Proceed With Design of the Proposed Monterey
Avenue Sidewalk from Country Club Drive to Frank Sinatra Drive

RECOMMENDATION:
Staff recommends that Council, by minute motion, direct staff to proceed with
design of the proposed Monterey Avenue sidewalk from Country Club Drive to
Frank Sinatra Drive.
DISCUSSION:
One goal of the City of Palm Desert is to provide safe pedestrian access to as many
places as possible within the City. The one -mile stretch of Monterey Avenue from
Country Club Drive to Frank Sinatra Drive has no sidewalk. The Public Works
Department was asked to investigate this location to determine the feasibility of
sidewalk installation in conjunction with the recently approved paving project in
cooperation with the City of Rancho Mirage.
The City of Palm Desert is currently working with the City of Rancho Mirage to make
improvements on Monterey Avenue from Country Club Drive to Gerald Ford Drive. The
project is being designed by David Evans and Associates (DEA) under a contract with
Rancho Mirage. Public Works staff walked the limits of the proposed sidewalk with the
design engineers from DEA.
Starting at Country Club Drive and moving north on Monterey Avenue, there are no
barriers to installation of an eight -foot -wide meandering sidewalk. However, at the
border of the Palm Desert Greens and Suncrest Country Clubs, there is a significant
obstacle for the proposed sidewalk. A sixteen -foot retaining wall stands five feet from
the back of the curb. A sloping concrete blanket from the face of the wall to the back of
the curb protects the footing of the wall for a distance of 150 feet. The proposed
solution is to remove the entire 150-foot section of wall and rebuild the wall with a
deeper footing.

From that point to Frank Sinatra Drive (approximately one-half mile), the best -case
scenario is a four -foot wide curb and sidewalk immediately adjacent to a four -foot
retaining wall. A narrow sidewalk next to a highway with traffic traveling in excess of 55
miles per hour is not ideal.
The sidewalk is estimated to cost $316,800. The construction of the sixteen -foot
retaining wall is estimated to cost $200,000. Including design and contingency, the
proposed sidewalk may cost as much as $625,000.
Staff recommends that Council, by minute motion, direct staff to proceed with design of
the Monterey Avenue sidewalk from Country Club Drive to Frank Sinatra Drive.
