Open the 30-day Public Comment period for the FY 2007/2008 Community Development Block Grant One -Year Action Plan and Five -Year Consolidated Plan; and 2. Open the Community Development Block Grant Application Process for FY 2007/2008. No further action is required at this time. EXECUTIVE SUMMARY: The City's Community Development Block Grant (CDBG) is entering its fifth year as a Direct Entitlement Jurisdiction with the U.S. Department of Housing and Urban Development (HUD). Commencing in 2007, all jurisdictions must submit a new Five -Year Consolidated Plan along with the Annual Action Plan. In order to commence with the development process of each plan and the application process, there must be a public hearing before the City Council to receive comments from the general public and to open the 30-day Public Comment period. This process will officially start the FY 2007/08 (33rd Year) Cycle and will open the process to receive applications for review. This process will culminate with recommendations for grant awards by the Outside Agency Funding Committee to City Council, which will be included as part of the Annual One -Year Action Plan and approval of both Plans. DISCUSSION: The City is entering its fifth year as a Direct Entitlement City with an estimated funding amount (based on FY 2006/07) of $395,000. The U.S. Department of Housing and Urban Development (HUD) will not know the actual allocation to the City of Palm Desert until the Federal budget is approved. CITY COUNCIL STAFF REPORT DECEMBER 14, 2006 The City has mailed approximately 86 application packets (list attached) to prospective CDBG recipients. Included in the packets were the grant application, cover letter, a copy of the Notice of Public Hearing, a copy of the Public Notice announcing the Community meeting, and a copy of the Needs Assessment. The Notices and Needs Assessment were included to provide an opportunity for organizations and agencies to be present at the Council meeting to make comment or to submit written comments by means of the Needs Assessment as well as to announce the Community meeting scheduled for January 9, 2007. Those present at the City Council meeting and Community meeting will be able to provide input on projects and programs that address community needs in the short and Tong -term and on the development of the Action and Consolidated Plans. All CDBG applications will be accepted and reviewed by the Outside Agency Funding Committee and submitted to City Council for final review and approval. The deadline for application submittal is Friday, February 9, 2007. The City will hold its first public hearing on December 14, 2006, at 4:00 p.m. or thereabouts to accept public comment related to the Community Development Block Grant (CDBG) Program and related items stipulated herein. Anyone interested in participating in the development of the Plans is encouraged to attend the meeting or contact the City staff person designated below. The City Council will also open the Grant Application process to consider proposals for FY 2007/2008 Community Development Block Grant (33rd Year) Cycle and receive public comment relative to all items pursuant to the City's Citizen Participation Plan process. The hearing will be held in the Palm Desert Civic Center, Council Chambers located at 73-510 Fred Waring Drive, Palm Desert. The City, as part of the existing Consolidated Plan process completed a Needs Assessment of which is available to assist in providing public comment. If desired, a copy may be requested from the City of Palm Desert's Special Programs Department as of November 27, 2006, between the hours of 8:00 a.m. to 5:00 p.m. Projects that are eligible to receive grant funding are those, which benefit the very low to low, and moderate -income population within the community such as seniors, developmentally disabled, victims of domestic violence, homeless, etc. Programs and projects such as park development, public facilities development or repairs, recreational facilities, housing, and community service .programs are eligible. Funds are awarded based on the following breakdown (1) 65% of CDBG funds are awarded to capital improvement and rehabilitation type projects; (2) 15% is awarded to community service programs; and (3) 20% administrative.
