HomeMy WebLinkAboutGrant Funding - Presbyterian PreschoolCIT`( OF PALM DESERT DEVELOPMENT SERVICES INTEROFFICE MEMORANDUM To: Mayor and City Council From: Martin Alvarez, Senior Management Analyst Date: January 26, 2006 Subject: Palm Desert Presbyterian Preschool & Kindergarten Grant Recommendation: Staff recommends that the City Council grant $13,139.22, to Palm Desert Presbyterian Preschool & Kindergarten for playground improvements and plumbing upgrades. Discussion: The City Attorney's office has reviewed the City's ability to grant public funds to the Palm Desert Presbyterian Preschool & Kincergarten (PDPP&K) for classroom improvements, plumbing upgrades and playground additions. The City Attorney has determined that the City may grant public funds to PDPP&K for the purpose of plumbing upgrades and playground additions only. The total cost for these improvements is $13,129.33. It is the City Attorney's opinion that a grant issued for playground equipment and plumbing upgrades cannot reasonably be construed as promoting a sectarian purpose. In addition, if the City Council decides to grant the school public funds, we recommend that the grant agreement include the following provisions: 1. The agreement should state that the consideration received by the City for the public funds is a continued provision of child daycare facilities needed by the community. 2. The agreement should require PDPP&K to continue to accept children regardless of religious beliefs. 3. The agreement should state that the sectarian activities may not be conducted with any of the items purchased with the public funds or in any area improved by the public funds. !'f cc: Carlos L.
