Concur with staff recommendation that installation of a traffic signal on Country
Club Drive at the Silver Sands Racquet Club entry (Plaza del Sol) is not
warranted at this time.
Discussion:
On October 4, 2005 a representative of the Silver Sands Racquet Club Homeowners'
Association met with City staff and a member of the City Council to express their desire

for the installation of a traffic signal on Country Club Drive at the Silver Sands Racquet
Club entry. It was agreed at the meeting that this issue would be brought before the
City Council once the traffic signal warrant analysis had been completed.
Traffic count data for the intersection was originally collected in November 2005.
Preliminary analysis of the November traffic data indicated that traffic volumes at the
subject intersection did not warrant the installation of a traffic signal. Staff decided to
count the intersection again after the first of the year to collect data during peak season
conditions.
The traffic at the intersection was counted once more in mid -January 2006. Staff
conducted a further review of conditions at the intersection including turning
movements, collision history, pedestrian volumes, intersection geometrics, proximity to
adjacent traffic signals, and vehicle delay. Upon a complete review of all factors, staff
concluded that the current conditions on Country Club Drive at the Silver Sands
Racquet Club entry (Plaza del Sol) do not demonstrate the need for a traffic signal.
It should be noted that although this intersection currently satisfies one of the eight
warrants for signalization, this does not necessarily indicate that signalization is needed.
Typically, in the City of Palm Desert intersections have been required to satisfy as many
as five of the warrants before signalization was authorized. It has been our policy for
the past several years that installation of traffic signals at private driveways requires
financial participation by the homeowners' association.
Therefore, staff requests that City Council concur with staff's recommendation that
installation of a traffic signal at the intersection of Country Club Drive at the Silver Sands
Racquet Club entry (Plaza Del Sol) is not warranted at this time. Staff will periodically
monitor the intersection for changes in conditions that identify the need for additional
signal warrant analysis.

At the request of residents of the Silver Sands Racquet Club, a traffic signal warrant analysis
was completed for the intersection of Country Club Drive at Silver Sands Racquet Club Entry
(Plaza Del Sol). The location of the intersection is shown on the attached vicinity map. As
summarized herein, the analysis concludes that current conditions at the subject intersection do
not demonstrate a definitive need for additional right-of-way assignment and, therefore, the
installation of a traffic signal is not recommended at this time.
Traffic Signal Warrant Analysis
Traffic signal warrants (guidelines) are utilized to assess the need for signal controls at the
subject intersection. The traffic signal warrants are based on the criteria set forth in Manual on
Uniform Traffic Control Devices (MUTCD) 2003 Edition issued by the Federal Highway
Administration and the MUTCD 2003 Californ a Supplement issued by the State of California,
Department of Transportation (CalTrans). The MUTCD presents eight different warrant criteria
to determine the need for traffic signal controls at an intersection. Installation of a traffic signal
can be considered if one or more of the traffic signal warrants criteria are met. The MUTCD
also states, however, that the satisfaction of ary given signal warrant(s) shall not in itself require
the installation of a traffic signal. The need for improved safety and/or operation of the
intersection, as provided by signal controls, should be evident.
Traffic signal warrant analysis was performed for the intersection of Country Club Drive at Silver
Sands Racquet Club Entry based on the collected traffic volume counts, crash data and a field
review of the existing conditions at the intersection. The intersection was classified as a "rural"
location because the traffic speeds on Country Club Drive exceed 40 miles -per -hour.
Additionally, the Canyon Bank exit driveway on the north leg of the intersection is of sufficient
width to be classified as a two-lane approach.
Since January 2003, one traffic collision has been reported at the subject intersection and the
type of collision that occurred (rear -end) is not susceptible for correction by installation of a
traffic signal.

Completed traffic signal warrant worksheets with supporting data are attached for reference. As
shown on the worksheets, one of the eight traffic signal warrants was satisfied, (WARRANT 2 -
Four Hour Vehicular Volume), and a second warrant was 99 percent satisfied, (Warrant 1 —
Eight Hour Vehicular Volume, Condition B — Interruption of Continuation Traffic). The criteria to
satisfy these traffic signal warrants is based solely on approach volumes and no additional
factors are considered.
Conclusion
The installation of a traffic signal is known to be helpful in certain cases, such as when two
relatively high volume streets cross. When signals are installed at locations where a high
volume street, such as Country Club Drive, is interrupted for a low volume cross street, such as
Plaza Del Sol; the result is frequently an overall increase in the number of collisions, delay,
congestion and air pollution. Therefore, the installation of additional traffic signals must be very
carefully considered.
Installation of a traffic signal should be considered if one or more of the traffic signal warrant
criterion is met, however, the satisfaction of any given signal warrant does not necessarily justify
the installation of a traffic signal. Conditions at the subject intersection satisfy one traffic signal
warrant and a second warrant is satisfied by 99 percent. These two warrants, however, are
based solely on approach vehicular volumes. Other conditions at the intersection including
turning movements, collision history, pedestrian volumes, intersection geometrics, proximately
to adjacent traffic signals, and vehicle delay must also be considered. The current conditions on
Country Club Drive at Silver Sands Racquet Club Entry (Plaza Del Sol) do not demonstrate the
need for additional right-of-way assignment as would be provided by traffic signal controls.
Based on these factors, installation of a traffic signal at the intersection of Country Club Drive at
Silver Sands Racquet Club Entry (Plaza Del Sol) is not recommended at this time. The
intersection should be monitored periodically for changes in conditions that identify the need for
additional signal warrant analysis.
