Upon a motion by Member Nicholas Talboys and second by Member
Samantha Cortese, minutes of the December 6, 2005, meeting were
approved by unanimous vote.

5. Advertising
Upon a motion by Member Talboys and second by Member Cortese, a
decision regarding the feasibility of proceeding with the organization of Public
Safety Day will be delayed until the February Committee meeting due to the
absence of representatives of the Police Department, Fire Department,
Public Safety Commission, and Citizens On Patrol program.

VII. INFORMATIONAL ITEMS
A, City Council Issues
Senior Management Analyst Pat Scully reported that the City Council has
expressed interest in having the Committee become more involved in issues
that are before them. In order to accomplish this, Council agendas will be
discussed as part of future Committee meeting topics and staff and Council
members will attend as appropriate.
VIII. REPORTS AND REMARKS
A. Report on National League of Cities Conference
Chairman Smith reported on his experience at the National League of Cities
Congress of Cities and reported on the following:
1. Communities with similar populations have Youth Committees with
memberships of between 15 and 40. The Committee requested that
Mrs. Scully take appropriate administrative action to change the
Committee's membership from seven voting members and three
alternates to fifteen voting members.

2. Most committees have specific mission statements as does the Palm
Desert Youth Committee. Chairman Smith requested that Mrs. Scully
provide each member with the City Resolution that outlines the duties
of the Committee.
3. Many committees have websites and requested that staff pursue
space on "My Space." Mrs. Scully will consult with the City Attorney
and the City's Marketing Department as to the feasibility of
participating in this site.
4. Committee members are assigned to attend specific Council meetings
and provide reports to the Committee. Chairman Smith requested
that this be agendized for a future meeting to establish an attendance
schedule.
B. Committee Members
Raine Armstrong requested that attention be given to a traffic problem on
Edgehill. There are no sidewalks and traffic often exceeds the posted speed
limit by 25 miles per hour. Mrs. Scully will have the issue raised at her next
meeting with the Palm Desert Police Chief.
Member Talboys inquired and Mrs. Scully responded that while it may not be
possible for the Committee to hold joint Council/Committee meetings more
than once a year, having one or two Council members attend meetings
throughout the year would be beneficial.
By Committee consensus Member Talboys was appointed to fill the position
of Committee Co-chair until the election of new officers is held in September.
C. Staff
Mrs. Scully challenged the Committee to give thought to a manner in which
membership could be recognized academically, since participation cannot
be used for class credit.

IX. ADJOURNMENT
Upon a motion by Member Talboys and second by Member Cortese, the meeting
was adjourned at 7:20 p.m. by unanimous vote.
