RESOLUTION NO. 06=19 RECOMMENDATION: By Minute Motion, approve the following: (1) Ratify submittal of the Waste Tire Cleanup and Amnesty Event Grant Application; (2) approve Resolution No. 06-19 ..authorizing the application submittal; (3) authorize the appropriation and expenditure of funds in the amount of $2,854.76 from the Recycling Fund, Account No. 236-4195-454-3090. DISCUSSION: The California Integrated Waste Management Board (CIWMB) is promoting the Waste Tire Cleanup and Amnesty Event Grant to provide jurisdictions an opportunity to develop programs designed to assist residents with a legal means of disposing of old, unused tires as well as the cleanup of vacant or occupied properties with tires stored on site. An application was submitted requesting grant funding to conduct an Amnesty Event Day on Saturday, October 21, 2006. The event will provide residents an opportunity to properly dispose of tires that they may have Tying around. This event will be promoted in the BrightSide Newsletter as well as through the distribution of fliers at the HHW Facility and local auto shops. The event and fliers will be designed to increase awareness and education of the need to recycle not just old, unused tires, but other hazardous materials as well. CITY COUNCIL STAFF REPORT Resolution No. 06-19 RE: WASTE TIRE CLEANUP AND AMNESTY EVENT GRANT APPLICATION The grant will cover the cost of the actual transportation, collection, loading, and disposal costs associated with the event; however, it does not cover education and outreach efforts/materials or personnel costs. Items not covered by the grant will be considered matching funds, which will cover personnel, education, and outreach material costs. The grant will cover $1,222.80 of the event cost and the City's matching funds are assessed at $1,631.96. If the City were to undertake this event without the grant, it would incur all costs associated with the program as well as staff time. Staff requests that City Council ratify the submittal of the Waste Tire Cleanup and Amnesty Event Grant Application to CIWMB, approve the Resolution authorizing application submittal, and approve the appropriation and expenditure of funds. WHEREAS, Public Resources Code (PRC) Sections 42800 et seq. established the waste tire program for the State of California and assigns responsibility for its implementation to the California Integrated Waste Management Board (CIWMB); and WHEREAS, PRC Section 42889(e) allows the CIWMB to expend available money in the California Tire Recycling Management Fund to pay the costs of cleanup, abatement, or other remedial action related to the disposal of used whole tires; and WHEREAS, the CIWMB allocated two million dollars ($2,000,000) for Fiscal Year 2005/2006 Local Government Waste Tire Cleanup Grant Program and the Amnesty Event Program; and WHEREAS, procedures established by the CIWMB require the jurisdiction -applicant to certify by resolution the approval of the of the jurisdiction's governing authority for submittal of a grant application before submission of said application to the CIWMB; and WHEREAS, if successful the applicant will enter into a Grant Agreement with the CIWMB for implementation of the project(s); NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Desert, California, authorizes the following: 1. Waste Tire Cleanup Project/Site Description Include the location, parcel number and a description of each site, which includes proximity to populated areas or sensitive environments,- number of tires, proposed method of remediation, and end use. N/A Waste Tire Amnesty Event(s) Description Include a description of the amnesty event(s), including the estimated cost per fire for each event. Please include your estimate from a registered hauler to justify this estimated cost per tire. Also, include the staff resources dedicated to the event(s) and the advertising and educational material that the applicant will fund. The City of Palm Desert will conduct a Tire Amnesty Event for residents of the City. The event will be held at the Palm Desert Civic Center Complex. The anticipated event date has been scheduled for Saturday, October 21, 2006, from 10:00 a.m. to 2:00 p.m. Residents will be required to show proof of residency and will be allowed to bring the limit of nine (9) tires per person/vehicle. The following is services that the City will contract for and proposed to be covered by grant funds: • The City will be contracting with TCI of Upland, California, a C1WMB authorized hauler (T7>113 #1295581) in the amount of $1,222.80. (The contract will include collecting and loading tires into transport vehicle, equipment, transportation, box rental, and disposal costs.) (Copy of contract attached). • TCI will transport and dispose of tires at the Azusa Land Reclamation Co. Landfill. (CIWMB approved facility — SWIS #19-AA-0013) • Tires will be utilized in any one or combination of the following: Those tires that can be Re -treaded or recycled will be. Remaining tires will be ground up and placed in the landfill. The City will provide and/or pay for the following items: Two City staff personnel to create and implement all phases of program including event day operation. Advertisement and educational materials 0 500 flyers to be created, printed, and distributed two months prior to event day at the following locations: Household Hazardous Waste Facility; o Three posters and 200 fliers to be created, printed, and distributed through City Hall; o Notice to be printed on Waste Management billing one or two months prior to event day; o Four posters and 800 fliers to be created, printed, and distributed at the following locations: Autozone, Napa Auto Parts, Jiffy Lube (Washington St.), and Jiffy Lube (Fred Waring Dr.); o One Quarter page article in the October issue of the City's BrightSide Newsletter. (The newsletter is distributed to over 30,000 residents and businesses and has a readership of over 75%.); and o COPS Program (Citizens on Patrol) will provided traffic control services, if required.
