AUTHORIZE out of state travel (Aspen, Colorado) for the Mayor and one staff member to attend The Aspen Accord 2006 Conference on March 5 through March 10, 2006. DISCUSSION The annual Aspen Accord Conference is a meeting with international attendees to discuss various new energy conservation technologies and programs. The Energy Coalition is the host agency for this conference. Members of the California Public Utilities Commission will be attending this conference. Submitted by: Reviewed by: Patrr k Conlon Carlos Orteg Director of Office of Energy Management City Manager CCORD The winter 2006 Aspen Accord Conference ACQUIRING DEMAND RESPONSE RESOURCES THROUGH SUSTAINABLE POLICY DEVELOPMENT The Aspen Institute, Aspen;..Colarada:• Mar•eh 5 —10 2006 This conference will focus on the development of policy addressing increased end user efficiency consistent with the California Energy Action Plan H. In previous Aspen Accord conferences, we have witnessed cities, utilities and. regulators working together to develop energy efficiency partnerships based on the common interest of reducing customer bills by increasing efficiency. During the most recent summer conference, the City of Palm Desert boldly stepped forward with a commitment to reduce the city wide use of energy by 30% in five years. This remarkable commitment is encapsulated in the document, The Estonia Protocol. In this conference we will address the policy challenges of integrating sustainable demand response, education, and added services as critical components of an overall efficiency `movement' that will build a strong foundation under California's Energy Action Plan. Demand Response: the capability of end user/utility partnerships with a common goal to reduce capacity during critical periods. Coupled with load management, this is a critical, largely untapped resource that California needs to harness. Education; is critical to tapping demand response, for it engenders information and knowledge passed through to the population by students ...and how better to change energy use patterns than through behavior modification. Services; Our utilities must restructure to once again bring value added services to cities and communities by being `on site' and working with all classes of customers to advance demand side and local alternatives that reduce the procurement of capacity. The Movement begun through the Energy Action Plan will be reinforced by collective partnerships between California's utilities and their cities, communities and groups of businesses all focused on a common goal. March 6 8:30 am Opening Plenary The results of the 2005 Aspen Accord conferences, meetings and worldng sessions, coupled with the regulatory decision to advance efficiency procurement .has given California's utilities and their customers an unparalleled opportunity to be creative and aggressive in the development and delivery of efficiency. Conference Objectives The time is now to bring demand response resources to the forefront and integrate all efficiency processes into a sustainable portfolio. Maximizing demand response must be a priority if California is to harvest this great and under developed resource. To do this in a sustainable fashion, education of the end users and utility expanded services will be necessary. Session Objective: To sustain demand response and efficiency `on the customer side of the meter', utilities should hearken back to Thomas Edison's vision ... and serve heat, cool and light in lieu of energy as a commodity. March 7 9:00 am The Role of Education in Maximizing Sustainable Demand Response and Efficiency Session Objective The role of education in the evolvement of the Energy Action Plan is critical to its success. For the utility driven portfolios to succeed sustainability the behavior of the people must change so that energy use, especially during peals times becomes a part of everyday life.
