Ford of Colton, California in the amount of $32,817.76. Discussion: On November 15, 2005, sealed bids were opened for the purchase of two replacement pickup trucks with the following proposals received: Moss Bros. Ford, Colton $32,817.76 Fritz Ford, Riverside $33,214.52 Fairview Ford, San Bernardino $33,568.70 Raceway Ford, Riverside $33,629.04 Ramsey Ford, Banning $33,682.92 Kearny Mesa Ford, San Diego $33,952.82 Fiesta Ford/Lincoln Mercury, Indio $35,513.66 Champion Chevrolet, La Quinta $43,858.86 U Fleet, San Diego $60,703.50 U Fleet received two separate bid proposals from the City of Palm Desert. They did not follow the bid proposal instructions and combined both proposals into one. This explains the significant difference between U Fleet's total and the others. Award Purchase Two Pickup Trucks Page 2 of 2 January 12, 2006 The vehicles in the bid proposal were specified to operate on gasoline. There is only one manufacturer, General Motors (GM), which still produces a commercially available half -ton pickup truck as an alternative fuel, compressed natural gas (CNG) vehicle. These vehicles are available from and maintained only by a limited number of dealerships and none are within our local area. Additionally, the Ford truck specified and recommended has the same Environmental Protection Agency pollution score as the GM CNG vehicle, has 46% better fuel economy and has a lower purchase cost. After reviewing the bid proposals, Public Works staff recommends the award of purchase to Moss Bros. Ford. Funds are available in the equipment replacement fund 530-4195-415-4030. Fuel Capacity is 7.2 gasoline gallon equivalents at 3,000 psi and 8.0 GGE at 3,600 psi. http://www.eere.energy.gov/cleancities/vbg/fleets/progs/search—type.cgi?lnlNatural—Gas* 12/9/2005 RESOLUTION NO. 93-18 -10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, SETTING AN .ALTERNATIVE FUEL VEHICLE PURCHASE POLICY WHEREAS, the State of California Air Resources Board has established four categories of alternate fuel vehicles, transitional low emission vehicles, low emission vehicles, ultra low emission vehicles, and zero emission vehicles; and WHEREAS, the State of California Air Resources Board is requiring vehicle manufacturers to sell a ratio of these four alternate fuel categories to reduce ozone emissions as well as 2% of all vehicles sold in California by 1998 must be zero emission vehicles and 101 of all vehicles sold in California by 2003 must be zero emission vehicles; and WHEREAS, the City of Palm Desert has tested certain alternate fuel vehicles for over five years; and WHEREAS, the City of Palm Desert intends on participating with College of the Desert and SunLine Transit Agency for provision of alternate fuel maintenance training and fueling facilities; and WHEREAS, the City of Palm Desert has made significant efforts to test zero emission vehicles, purchasing an electric shuttle and several electric service vehicles; and WHEREAS, State of California Assembly Bill 1229 establishes Palm Desert as the pilot program for the state for electric golf cart use as an alternate form of transportation; and WHEREAS, the City of Palm Desert has exhibited leadership in many environmental programs, specifically pertaining to air quality enhancement. NOW, THEREFORE, BE IT RESOLVED as follows: SECTION 1: That the City Council of the City of Palm Desert establishes a purchase preference policy for alternate fuel vehicles. The City of Palm Desert shall give purchase priority to vehicles manufactured and/or that qualify by the California Air Resources Board as: A. Zero Emission Vehicle B. Ultra Low Emission Vehicle C. Low Emission Vehicle D. Transitional Low Emission Vehicle RESOLUTION NO. The priority shall be based upon the level of vehicle tailpipe emission, with the lowest emission given the highest priority. SECTION 2: The City of Palm Desert shall consider use of vehicle, range of vehicle, cost of vehicle, available fuel sources, anticipated maintenance costs, anticipated fuel costs, and vehicle safety considerations prior to purchase. SECTION 3: The City Council of the City of Palm Desert sets a goal of 100% alternate fuel or flexible fuel City fleet by the year 2003. SECTION 4: The City Council of the City of Palm Desert shall encourage businesses within our City and neighboring agencies to purchase alternate fuel vehicles by promotion, leading by example and sharing research and information gained through the City of Palm Desert program.
