City Engineer/Acting Director of Public Works DATE: January 12, 2006 CONTENTS: Staff Report Dated September 22, 2005 Recommendation: By minute motion appropriate $351,308.10, from un-obligated Drainage Facility Fees to Fund 232 for the North Sphere Drainage Study Project (517-05). Discussion: At its September 22, 2005 meeting Council awarded Contract No. C24330 to Van Dell & Associates, to provide engineering services for the North Sphere Drainage Study Project. The staff report indicated that funds were available in account 232-4370-433-3010. The Finance Department has informed Public Works that the funds were actually `un-obligated' at that point and will need to be appropriated by Council for expense in Fund 232. Therefore, staff recommends that City Council appropriate from un-obligated Drainage Facility fees in Fund 232, $351,308.10 for the North Sphere Drainage Study Project. Rincon Street, Suite 323 Corona, California 92879 DATE: September 22, 2005 CONTENTS: Proposal Agreement Vicinity Map Recommendation: By minute motion, award contract No. C ► to Van Dell and Associates, Inc. of Corona, California in the amount of $319,371.00, plus a 10% contingency, to provide engineering services for the North Sphere Drainage Study (Project No. 517-05). Discussion: Since the adoption of existing master drainage studies, the City has experienced significant growth and expansion, especially within the north sphere area. The north sphere boundary is the area between the east and west city limits and Country Club Drive on the south and Ramon Road on the north. Along with exponential growth, the City has implemented a new general plan amendment that changed the characteristic development traits of this northern area. Therefore, the North Sphere Master Drainage Study is needed and will provide a comprehensive long-range plan for the development of drainage facilities within the corporate northern city limits. A Notice Inviting Proposals was advertised and staff solicited proposals from the professional community. Proposals were received from the following firms: Hall & Foreman, Inc. Harris & Associates Mactec Nolte Associates, Inc. Van Dell & Associates West Consultants Inc. Based upon the combined scoring of the proposals and interviews, staff recommends the contract be awarded to Van Dell and Associates of Corona, California. Upon selection of the firm, Van Dell and Associates' cost proposal and work scope were also reviewed and staff is confident with the value being received. Funds are available for this project in account No. 232-4370-433-3010. Therefore, staff recommends that City Council, by minute motion, award contract No. C to Van Dell and Associates, Inc. of Corona, California in the amount of $319,371.00, to provide engineering services for the North Sphere Drainage Study, and set aside a 10% contingency to said agreement.
