City Engineer/Acting Director of Public Works APPLICANT: David Evans and Associates 800 North Haven Avenue Suite 300 Ontario, California 91764 DATE: January 12, 2006 CONTENTS: Change Order No. 3 Vicinity Map Recommendation: By minute motion, approve Change Order No. 3 to Contract No. C19250 with David Evans and Associates in the amount of $66,700 for construction design support services. Discussion: On July 19, 2001 City Council approved Contract No. C19250, between David Evans and Associates and the City of Palm Desert, for design engineering related to the Corporation Yard Expansion, in the amount of $187,336 plus contingency. On May 8, 2003 City Council approved Change Order No. 1 in the amount of $62,127 to the contract. This change order included additional design services, an interior second floor mezzanine, a freight elevator, additional landscaping, and processing a precise plan through the Architectural Review Committee and the Planning Commission. On May 27, 2004, City Council approved Change Order No. 2 in the amount of $6,270 for carport revisions, PM-10 plans, Storm Water Pollution Prevention Plan, and additional project management. On June 23, 2005 City Council awarded the construction contract to WDL, Inc. for the construction if the Corporation Yard. Construction is now approximately 25% complete. The scheduled project completion date is September 3, 2006. The project team has been able to value -engineer the construction and the submittal review processes. For example, continuous special deputy inspection was required by the contract documents. However, in reviewing the concrete mix designs for the masonry walls, we were able to eliminate the requirement for continuous inspection, creating a cost savings of $8,750. Additionally, the project team was able to change the elevator specifications, while adhering to the City's requirements, thereby providing a cost savings of $25,000. Finally, the building hardware submittal was approved to create a further savings of Approve Change Order No. 3 to Contract No. C19250 David Evans 715-00 Page 2of2 January 12, 2006 $12,000 without adversely affecting the useful life of the hardware. David Evans & Associates has been instrumental in finding these types of savings while maintaining the original purpose and integrity of the project. David Evans & Associates' contract did support services. Therefore, staff recommends that City Council, by minute motion, approve Change Order No. 3 to Contract No. C19250 with David Evans and Associates in the amount of $66,700.00.
