Committee Chair Elliott Smith called the meeting to order at 6:00 p.m.

III. CONSENT CALENDAR
A. Approval of November 1, 2005, meeting minutes
Upon a motion by Member Nicholas Talboys and second by Member
Samantha Cortese, minutes of the November 1, 2005, meeting were
unanimously approved.
IV. NEW BUSINESS
A. Presentation by Human Resources Manager Lori Carney regarding the City
of Palm Desert's Intern Program
Palm Desert's Human Resources Manager Lori Carney presented the
parameters of the City's Internship program, which is presented as a method
for students to determine the level of their interest in various fields of public
employment. In order to participate in this program, students must have
either reached the age of 18 years or be a high school graduate. Mrs.
Carney added that many former interns have made important contacts in
their field of interest which enabled them to obtain full time employment.
B. Presentation by Assistant City Manager Sheila Gilligan regarding
parliamentary procedures and administrative actions
Assistant City Manager Sheila Gilligan reviewed the process of membership
and function of the 15 City Council appointed committees, which includes the
Youth Committee.
Mrs. Gilligan reviewed Municipal Government Action Procedures (copy
attached.)
Member Cortese inquired and Mrs. Gilligan responded that the Committee
has a responsibility to bring issues of interest to Palm Desert youth to the
City Council and to respond to those that are brought to it for comment.

V. CONTINUED BUSINESS
A. Informational Update on March 25, 2005, - Public Safety Day
1. Pancake Breakfast
a. Food Supplies
Councilman Dick Kelly is working with the owner of Carls, Jr.
to obtain food products as a donation or at a reduced cost.
b. Food Preparation
Fire Department Battalion Chief Travis Witten is working with
the Fire Explorers to organize volunteers. Additional help will
be needed.
C. Food Service
Fire Department Battalion Chief Travis Witten is working with
the Fire Explorers to organize volunteers. Additional help will
be needed.
d. Pavilion Set Up and Clean Up
Volunteers are still needed to man this function.
e. Money and Tickets
Member Tarah Fenelon volunteered to chair this function. She
will provide a report on volunteers, presale of tickets, etc. at the
January meeting.
f. Hours
Hours for the Pancake Breakfast have been set for 8:00 a.m
to 10:30 a.m.

g. Set up
Volunteers are still needed to man this function.
2. Public Safety Displays
a. Set up of Public Safety Displays
This issue will be addressed at the Committee's January 3rd
meeting where representatives of various agencies will be in
attendance.
b. Tenting and Supplies needed
This issue will be addressed at the Committee's January 3rd
meeting where representatives of various agencies will be in
attendance.
C. Collateral Material
This issue will be addressed at the Committee's January 3rd
meeting where representatives of various agencies will be in
attendance.
d. Hours
Hours for the Public Safety displays will be 11:00 a.m. to 2:00
p.m.
e. Set Up
Each exhibitor will be responsible for setting up their own
displays.
f. Lay out of Park
This issue will be addressed at the Committee's January 3rd
meeting where representatives of various agencies will be in
attendance.

4. Activities
Member Cortese volunteered to organize and supervise activities
associated with Public Safety Day and will work with Mrs. Scully to
ensure that supplies are obtained in a timely manner.
5. Advertising
Advertising for this event will be conducted through the City's
Marketing Department.

A. City Council

VIII. REPORTS AND REMARKS
A. National League of Cities Conference
Mrs. Scully reported that she and Committee Chair Smith will attend the
National League of Cities Congress of Cities Conference in Charlotte, North
Carolina later this week. Chairman Smith will provide a report of his
experience at the January meeting.
Member Elle Wohlmuth reported that Mayor Crites requested she obtain the
Committee's input regarding the issue of red curbing Deep Canyon in front
of Sacred Heart Church. After extensive discussion, the Committee
recommended that the City Council delay red curbing of that area until the
church has completed construction. Mrs. Gilligan offered to convey the
Committee's comments to the City Council.

Member Talboys requested that Mrs. Scully research the possibility of
Committee membership counting towards class credit.
Mrs. Scully reminded the Committee that hours of service on this body are
eligible to be counted for community services. Forms should be presented
to her for signature.
Mrs. Scully reminded the Committee that any requests the Committee has
must be made to her by no one other than individual Committee members.
Mrs. Scully thanked the Committee for their participation at the Community
Holiday Tree Lighting Ceremony. She added that the Desert Sun ran a full
page of photographs of the event and that the City Council had made several
complimentary comments about the Committee's presence at that event.
IX. ADJOURNMENT
There being no further business before the Committee, Chairman Smith adjourned
the meeting at 7:20 p.m.
