REQUEST: Approval to Enter into an Agreement with the Joslyn Senior
Center to Provide Lawn Bowling.

Recommendation:

1. Authorization to enter into an agreement with the Joslyn Senior Center, to
assist in continuing to provide Lawn Bowling at the Center.
2. Allocate $10,000 annually from the Civic Center Park Contracting Account
Number 110-4610-453-3092.
Executive Summary:
The Board at the Joslyn Senior Center made a decision in the spring of 2005 to
discontinue lawn bowling at the Center based on the fact that the venue was not
recovering the maintenance and operating costs for their usage. A group of Lawn
Bowlers contacted City officials in May of 2005 to express their concern that the Senior
Center was planning to discontinue lawn bowling at the Center.
After exploring several alternatives that would provide for continued lawn bowling in the
City of Palm Desert, Staff arrived at the following recommendation. The most feasible
and cost effective option would be for the City to enter into an agreement with the
Joslyn Senior Center, and assist with covering the operating costs at the Center in the
amount of $10,000 annually for the next two seasons.
Discussion:
A group of lawn bowlers approached City officials in the spring of 2005, to express their
concern with the possibility of being displaced from the Joslyn Senior Center. The Parks
and Recreation Commission listened to their concerns, and Staff was asked to get an
estimate on the cost of building a lawn bowling facility in a City Park. An approximate
total cost of the project would be $185,000, which breaks down as follows:

This does not include the cost of monitoring the facility or ongoing maintenance.
On December 7, 2005, the Parks and Recreation Commission directed Staff to
contact the Director of the Joslyn Senior Center and explore the possibility that
the City of Palm Desert and the Senior Center could become partners in
providing lawn bowling, and find out what it would take to make that happen.
Staff members and three Parks and Recreation Commissioners met with the
Joslyn Senior Center’s Board on December 20, 2005. The Board indicated that if
the City of Palm Desert would be willing to assist with operating costs, at $10,000
annually, they would be willing to continue to provide lawn bowling. In addition,
they recommended that the City enter into a two-year agreement, for seasons
2006-07 and 2007-08, and that the agreement be reviewed at that time to
determine whether or not to extend it.
Based on the cost of building and maintaining a lawn bowling facility (more than
$185,000 for construction alone), and finding an appropriate place to do so, Staff
recommends that the City of Palm Desert enter into an agreement with the
Joslyn Senior Center. This agreement would be for a period of two years,
beginning in October 2006, and that the City would assist with program costs at a
rate of $10,000 annually.
