Amend the guidelines for the Farade Enhancement Program (FEP) to include parcels with frontage on the west side of Highway 74 between EI Paseo and Highway 111; and 2. Approve $80,000 in Farade Enhancement Program consideration funds to WJG Partners, LLC, for "The Crossroads Center" located at 73-030 EI Paseo. Funds are available in account 400-4800-454-3875. Executive Summarv: Approval of the request will provide City assistance to rehabilitate the subject property within the guidelines of the Fa�ade Enhancement Program. Denial of the request will not allow City assistance. Discussion: WJG Partners, LLC, are the owners of "The Crossroads Center" which includes 73-030 EI Paseo. This building was formerly occupied by Hooter's and subsequently by The Rib Company. The proposed businesses are Quizno's Subs, Starbuck's Coffee, and Pick Up Sticks. The property fronts on Highway 74 and is readily observable from the intersection of Highway 111 and Highway 74. Staff Report Approval of $80,000 in Fa�ade Enhancement Program Consideration Funds for The Crossroads Center Page 2 of 2 January 26, 2006 The current boundaries for inclusion within the Fa�ade Enhancement Program end at the east side of Highway 74 and exclude properties west of Highway 74. Staff is recommending amending the FEP guidelines to include parcels with frontage on the west side of Highway 74 between EI Paseo and Highway 111. The FEP guidelines allow for standard sized lots (60-foot frontage, 12,000 square feet) to receive consideration for half the cost of improvements to a maximum of $40,000. Larger properties are eligible for additional funds with City Council approval, which is applicable to this property. The property's total frontage is 145 lineal feet and it is approximately 18,500 square feet in area. The size of this property makes it eligible for FEP consideration funds to a maximum of $80,000 subject to City Council approval. Staff has been assisting the former and current owners since 2002 and has encouraged major remodeling of this property. The projected cost to complete the improvements as approved by the Architectural Review Committee on August 9, 2005, is $700,000. Currently, work on the subject property is substantially underway. The improvements will dramatically alter the appearance and architecture of the building and are more significant in scope than most FEP projects. Staff presented the project to the Retail Committee on November 8, 2005, for its review and direction. The Retail Committee took into consideration the location, size, and scope of the proposed project. The Retail Committee felt that properties fronting Highway 74 between Highway 111 and EI Paseo should be included in the Farade Enhancement Program and that this project merited FEP consideration funds of $80,000. Staff concurs with the Retail Committee and recommends funding in the amount of $80,000 from the Fa�ade Enhancement Program.
