Discussion: Members of the City Council have expressed interest in installing pedestrian countdown signals on El Paseo. To address this interest, staff analyzed the pedestrian activity on El Paseo at the signalized intersections of San Pablo Avenue, Larkspur Lane, San Luis Rey Avenue and Portola Avenue. Pedestrian volume data was collected during the weekday noon hour in mid -November, 2005. The pedestrian counts are summarized in the table below. Installation of pedestrian countdown signals may be beneficial to pedestrians on El Paseo and the volume of pedestrians served justifies the costs to purchase and install the pedestrian countdown signals. Staff is requesting the purchase of 36 pedestrian countdown signals. Thirty-two of the countdown signals will be installed at the four intersections on El Paseo and the remaining four units will serve as spares. Cost is estimated not to exceed $20,000.00 based on previous purchases of similar equipment. Funds are available for this purchase in Account No. 110-4250-433-3325. Therefore, staff recommends that City Council authorize the purchase of 36 pedestrian countdown signals, in an amount not to exceed $20,000.00, for installation at four intersections on El Paseo Submitted By: Department ead: rk Diercks, P.E.
