City Engineer/Acting Director of Public Works Harris & Associates 34 Executive Park, Suite 150 Irvine, California 92614-4705 January 26, 2006 Amendment No. 3 to Contract No. C22300 Proposal Vicinity Map By minute motion, approve Amendment No. 3 to Contract No. C22300 with Harris & Associates, in the amount of $384,435.00, to expand the scope of professional design services to include the preparation of final plans, specifications, and estimate to widen Cook Street to six lanes between Frank Sinatra Drive and Fred Waring Drive. Discussion: On February 12, 2004, City Council approved Contract No. 22300 with Harris & Associates to design the Country Club Drive/Cook Street and Cook Street/Hovely Avenue intersection storm drain improvements (Project No. 505-03) that will eliminate cross gutter and nuisance water issues at these intersections. On June 24, 2004, Council approved Amendment 1 to Contract 22300 to include the Hydrology Study for the Monterey Avenue Storm Drain between Fred Waring and the Whitewater Channel. On August 25, 2005, Council approved Amendment 2 to Contract 22300 for a preliminary analysis and design of striping plans to identify where only re -striping would be required to accommodate the expansion of Cook Street from four lanes to six lanes. Staff requested that Harris & Associates submit a proposal to provide professional engineering services for the preparation of final design plans, specifications and estimate for the construction of street improvements on Cook Street from Frank Sinatra Drive to Fred Waring Drive. After careful review of the proposal, scope negotiations and consideration of the firm's extensive experience with the proposed Cook Street widening, staff is confident with the value being received for the 3.7-mile long roadway expansion. Awarding the final design of the Cook Street widening Staff Report — Contract Amendment #3 to Contract C22300 Harris & Assoc. Page 2 of 2 January 26, 2006 project to Harris & Associates has substantial time, efficiency, and cost savings, including: • This would combine the major intersection and drainage improvements with the entire street widening which would be more efficient and would result in less disruption to motorists. • The design of the project will be completed sooner and construction could begin this summer. • The firm has already completed the design of the street widening and storm drain improvements at the major intersections as part of the original contract and has already done substantial work required to design the entire roadway widening. The Cook Street project will include the roadway widening, traffic signal modifications, drainage improvements, utility relocations, and replacement planting. The road construction will alleviate the traffic congestion and drainage issues that currently exist on Cook Street. The Coachella Valley Association of Governments (CVAG) will be contributing 50% of the project costs. Funds are available for this Contract Amendment in the project account for the Cook Street Widening, 213-4385-433-4001. Staff, therefore, recommends that City Council approve Amendment No. 3 to Contract No. 22300 with Harris & Associates, in the amount of $384,435.00, for professional design services to widen Cook Street to six lanes between Frank Sinatra Drive and Fred Waring Drive (Project No. 601-05). The following will present the main project elements, scope of services and fees, all of which are based on our understanding of the project, discussions with City staff, and recommendations included in the Cook Street Re -striping Study Prepared by Harris. PROJECT DISCUSSION The project includes construction of street improvements on Cook Street from Gerald Ford Drive to Fred Waring Drive. The principle goal of the project is to provide 6 travel lanes along the entire 3.7 miles corridor, and enhance key signalized intersections to provide the 6 through lanes and adequate dedicated left/right turn lanes as required for efficient intersection operation. The proposed improvements are in accordance with the recommendation included in Cook Street Re -Striping Study prepared by Harris and included as an attachment to this proposal. The following will summarize the proposed improvements for each segment of the Cook Street corridor. Proposed Widening Improvements • Widening the west side of Cook Street from Gerald Ford Drive to Frank Sinatra Drive (3,200 L.F.) to its ultimate 6-lane configuration, including the construction of curb and gutter and sidewalk. Per the City's request, our scope of services for the widening of Cook Street from south of Gerald Ford intersection to north of Frank Sinatra intersection is presented as an additive option. • Widening of Cook Street and Country Club Drive intersection to accommodate dual left-tum, dedicated right -turn lanes and three through lanes. • Widening the west side of Cook Street through the Whitewater River Channel, making minor modifications to the upstream revetment; in order to retain a minimum lane and sidewalk width. • Modifying the existing raised median south of Hovely Lane. • Right-of-way analysis of any necessary acquisition to accommodated the proposed improvements. • Modification of existing public and private improvements impacted by thek21LCiopossi/E�d improvements. December 23, 2005 Traffic Signal Modifications Page 2 of 9 There are eight signalized intersections that will require some modifications, ranging from simple striping and loop changes, to major modifications to widen and enhance the intersections for increased capacity. The following will provide a brief summary for the impacted traffic signals within the project limits: 1. Gerald Ford Drive (additive option) a. This intersection will require re -stripe and re -loop as required to fit the new striping configuration. No other modification should be required. 2. Berger Drive East/West (additive Option) a. This intersection will require re -stripe and re -loop as required to fit the new striping configuration. No other modification should be required. b. Direction from the City will be required to determine the impact of the future construction of the west side entrance into the vacant property at the Berger Drive West. There is some potential, depending on this direction, that the existing signal equipment on the west side of the intersection would have to be moved to accommodate a wider or otherwise modified driveway. 3. Frank Sinatra Drive a. This intersection will require re -stripe and re -loop as required to tit the new striping configuration. No other modifications should be required. b. Modify the north leg median to remove the extended nose and realign the east median curb. c. Modify the south leg median to allow for dual left turn lanes; while still preventing lefts in/out of the existing commercial driveway (Applebee's) 270' south of the ECR. 4. Country Club Drive a. This intersection will require modifying existing traffic signal to fit the new striping configuration. 5. 42°d Avenue a. Re -stripe and re -loop as required to fit the new striping configuration. No other modification should be required. 6. Merle Drive a. Re -stripe and re -loop as required to fit the new striping configuration. No other modification should be required. 7. Aztec (Palm Desert High School) a. Re -stripe and re -loop as required to fit the new striping configuration. No other modification should be required. 8. Fred Waring Drive a. Re -stripe and re -loop as required to fit the new striping configuration. No other modification should be required. b. Modify existing raised median and striping on the south leg of the intersection within the City of Indian Wells. Traffic Signal Interconnect Per our discussion with City staff, this project presents an opportunity to construct a fiber optic traffic signal interconnect system along the Cook Street corridor. There is an existing fiber optic interconnect along Cook Street from Merle Drive to Fred Waring Drive and from Gerald Ford Drive to Frank Sinatra Drive. From Merle Drive to Hovely Lane, the existing interconnect will be replaced with a fiber optic system. There is currently no interconnect system from Country Club Drive to Frank Sinatra Drive. December 23, 2005 Page 3 of 9 Per the City's request we have included in our scope as an additive option to design a fiber optic interconnect system from Merle Drive to Frank Sinatra Drive. SCOPE OF WORK Task 1.0 Project Management 1.1 Review Meetings We will schedule and attend up to twelve (12) meetings with City staff to review the project progress and discuss outstanding project issues. We will prepare and transmit the meeting agendas to City staff a minimum of 24 hours prior to the scheduled meeting time. We will provide draft -meeting minutes for the City's review within one week of this meeting. 1.2 Utility Coordination We will mail initial utility notifications to all utility companies that have facilities within the project limits making them aware of the upcoming construction activities and requesting copies of their maps, plans, and/or sketches of their existing and/or proposed facilities within the project limits. In addition to the written utility notifications, we will contact the utility companies by telephone to ensure that written notifications were received and being acted upon. Copies of progress submittals will be transmitted to all affected utility companies to notify them of the anticipated project construction schedule and request any utility potholing and/or relocations necessary for the construction of the proposed improvements. As with all of our design projects, we will maintain a utility log to track to whom and when notifications were sent to, and document the responses received. City staff will be copied on all utility correspondence. 1.3 Permitting Per our meeting with Coachella Valley Water District (CVWD) staff a construction permit will be required to construct proposed improvements on Cook at the White River crossing. We will schedule and attend up to two (2) meetings with CVWD staff to coordinate the permitting process. Harris will complete all applications on the City's behalf and submit them to CVWD to obtain the necessary permit. Per our discussion with CVWD staff, no hydrology or hydraulic analysis are required for the permit. Therefore, no hydrology or hydraulic analyses are included in our scope of services. 1.4 Quality Review Perform quality control and quality assurance review prior to all submittals to the City to ensure all project elements are addressed. Task 2.0 Preliminary Investigations 2.1 Topographic Survey Our subconsultant Coast Surveying will perform topographic surveys for the project including the following: Harris & Associates Mr. Armando Rodriguez, P.E. Perform aerial mapping and survey research at the City of Palm Desert and the County of Riverside for horizontal and vertical control, record maps, centerline ties, and any other pertinent information within the project limits. The aerial mapping should be flown to provide engineering drawings at scale 1"=20' with 1' contour interval and should be 200' wide. 2. Perform aerial mapping and prepare digital topographic features, such as: curb and gutters, curbs, edge of pavement, driveways, water meters, trees, fences, walls, signs, street lights, fire hydrants, water and gas valves, manholes, power poles, catch basins, drainage structures, and vaults and prepare a topographic map with contours and deliver an AutoCAD file in Imperial units of the survey results and a text file of all the survey points with point number, X, Y, Z and descriptor of the project areas. 3. Perform field surveys to tie in street centerline monumentation and centerline tics for all intersecting streets. Prepare a centerline alignment map showing the existing centerline, centerline data, centerline coordinates, and descriptions of the centerline monumentation. 4. Research and draw existing right of way for Cook Street in the project areas utilizing the existing "bract Maps, Parcel Maps, and Assessor Maps. Overlay the computed right of way lines upon the new survey and review for appropriateness, i.e. fits existing improvements, etc 5. Perform ground survey for Cook Street from Gerald Ford (south of the intersection) to Frank Sinatra (north of the intersection) to obtain cross sections every 50' from 20' outside of future westerly right of way to existing easterly median curb/street centerline (alternative option). 6. Perform ground survey at the intersection of Cook Street and Frank Sinatra Drive to modify the existing raised median curbs. 7. Perform ground survey to obtain 50' cross sections and detailed topography for Cook St. from 700' north of Country Club Drive to 700' southerly. 8. Perform ground survey on Cook Street at the White Water River crossing, approximately 1,000 L.F. to obtain 50' cross sections and detailed topography. 2.2 Base Mapping Utilizing the topographic survey, we will prepare base maps for the proposed improvements. Base maps for the civil improvements will be prepared in plan and profile format at a horizontal scale of 1"-20' and a vertical scale of 1"=2', base maps for the traffic signal improvements will be prepared in plan format at a horizontal scale of 1"=20', base maps for interconnect and signing and striping improvements will be prepared in plan format at a horizontal scale of 1"=40'. Base maps will include roadway centerlines, right-of-way, surface culture, and surface and subsurface utilities. All base maps will be prepared in AutoCAD 2004. 2.3 Data Gathering and Site Visits Harris staff will gather all available record plan information from the City pertinent to the design of the project. In addition, Harris staff will conduct field reviews and inventories within the project limits. Harris & Associates Mr. Armando Rodriguez, P.E. Page 5 of 9 December 23, 2005 2.4 Utility Potholing Vacuum -extraction potholing of existing utilities that are potentially in conflict with the proposed improvements will be performed by Underground Solutions our subconsultant, at our direction. We have included ten (10) potholes in our fees. Task 3.0 Conceptual Design (30% Submittal) 3.1 Conceptual Improvement Plans Prepare conceptual design plans depicting the proposed improvements/configuration. The conceptual design will include: • Proposed street geomteric layout/configuration (except for segment of Cook Street from Gerald Ford to Frank Sinatra , included below as a additive option) • Proposed street geomteric layout/configuration for Cook Street from Gerald Ford to Frank Sinatra • Conceptual traffic signal • Conceptual interconnect design (additive option) • Preliminary intersection channelization plans • Storm drain facilities relocation/modification • Identifying potential private and public improvements affected by the proposed improvements • Identifying surface and subsurface utilities impacted by the proposed improvements • Typical sections. • Combined existing and proposed design cross sections • Traffic control and access recommendations • A list of items requiring City feedback, along with Harris' associated recommendations 3.2 Conceptual Probable Construction Cost Estimate Quantities will be determined from the preliminary plans; and preliminary estimates of probable construction costs for the proposed improvements will be prepared based upon those quantities. Cost estimate will be prepared in spreadsheet format using unit costs from Harris' extensive bid tabulation history database, as well as, from recent City bid results on similar types of work. Task 4.0 Preliminary Design (75% Submittal) 4.1 Preliminary Civil Improvement Plans Prepare preliminary civil improvements plan and profile sheets. Plans will incorporate comments from the conceptual design submittal. Potential utility conflicts and relocations will be shown on the plans along with appropriate construction notes and dimensions to describe the proposed improvements. 4.2 Preliminary Signing and Striping Plans Prepare preliminary signing and striping plans for the re -striping of Cook Street within the project limits. Signing and striping plans will also include all proposed loop modifications within the project limits. 4.3 Preliminary Traffic Signal Plan Prepare preliminary traffic signal modifications plans at Cook Street and Country Club Drive. Page 6 of 9 December 23, 2005 4.4 Preliminary Stage Construction and Traffic Control Plans Prepare preliminary stage construction and traffic control plans depicting the phasing of the proposed improvements. Traffic control plans will only include widening on Cook Street from Frank Sinatra to Gerald Ford (additive option), widening on Cook Street at the White River Crossing and intersection improvements at Country Club Drive. Traffic control for re -striping and re -looping work will be the responsibility of Contractor. 4.5 Preliminary Traffic Signal Interconnect Plans (Additive Option) Prepare preliminary traffic signal interconnect plans from Merle Drive to Frank Sinatra Drive. These plans will depict replacement of existing interconnect from Merle Drive to Hovely Lane with a fiber optic system and construction of a new interconnect system from Hovely Lane to Frank Sinatra Drive. 4.6 Preliminary Landscaping and Irrigation Plans Prepare preliminary landscaping and irrigation plans to address projects impacts on existing raised landscaped median and private landscaped improvements impacted by the widening project except for area on Marriott Desert Springs property. 4.7 Preliminary Specifications Specifications will be prepared in the City's format using a digital sample provided by the City. The specifications will be submitted to the City for review. 4.8 Preliminary Construction Cost Estimate A preliminary construction cost estimate will be prepared from actual quantities shown on the plans and unit costs from recent bids received by the City for similar items of work and Harris extensive bid tabulation history. Plans will incorporate comments from the 75% design submittal. 5.6 Final Landscaping and Irrigation Plans Prepare final landscaping and irrigation plans to address projects impacts on existing raised landscaped median and private landscaped improvements impacted by the widening project. Plans will incorporate comments from the 75% design submittal. 5.7 Final Specifications & Estimate Final Specifications and estimate will be will incorporate comments from the 75% design submittal. It is assumed that there will be a maximum of two (2) formal submittals of the final PS&E assuring City staff that all design concerns are addressed on the final plans for bidding. At the completion of final PS&E, we will provide the City with two (2) copies of the design notebook, wet -stamped by the Project Manager. The design notebook will include engineer calculations and notes, quantity calculations, and pertinent correspondence. 5.8 Legal Descriptions and Plats Our scope of services includes the preparation of six (6) legal descriptions and plats for permanent and temporary construction easements (only plats will be prepared for the temporary construction easements) for properties impacted by the proposed improvements. �' Harris & Associates Mr. Armando Rodriguez, P.E. A breakdown of the proposed fees is presented for your information and use in evaluating this proposal. Fees would be invoiced monthly based on the actual hours of work completed. Our services would be accomplished per an agreement Consulting with the City with all terms and conditions would be stated therein. CITY'S RESPONSIBILITIES • Provide proposed pavement structural section within widening areas • Coordination with property owners and right-of-way agents to secure needed permanent and temporary casements. • Make available and provide all existing data and information relevant to the proposed project. • Environmental processing. • Advertising and review of the construction bids and construction contract award. • Management, administration, inspection and materials testing of the construction contract and approval of PS&E. • Construction Staking and Monument Preservation • Pay all outside agency permit fees, if any.
