REQUEST: REQUEST FOR ADOPTION OF RESOLUTION ESTABLISHING A
PALM DESERT YOUTH COMMISSION
DATE: January 26, 2006

Recommendation:
Waive further reading and adopt Resolution No. 06 - 12 relative to the operation of the
Palm Desert Youth Committee.
Executive Summary:
On February 28, 2002, the City Council established the Palm Desert Youth Committee,
which has been operating as prescribed by Resolution since that time. This request would
increase the Committee's membership from seven (7) voting members and three alternates
to fifteen (15) voting members.
Background:
Since February of 2002, the Palm Desert Youth Committee has been charged with the
responsibility of advising the City Council on issues such as recreational facilities and
programs, transportation, public safety programs, regional concerns, local legislation,
advertising and promotion, cultural outreach, a wide variety of special events, historical
preservation, educational facility and program needs, environmental issues, anti drug and
smoking programs, etc. In addition, the Committee has sponsored several community
events, which include visits to nursing homes during the holiday season, the annual
community holiday tree lighting event, and participation in a Habitat For Humanity project.
The Committee has matured to the point that they have requested that their membership
be increased from seven to 15 in order to expand their community activities and provide
an opportunity to both gain and provide a broader perspective with regard to that age
group's point of view on issues with which the Council seeks input.
Therefore, staff recommends that the City Council waive further reading and adopt
Resolution No. 06- 12 and rescind Resolution Nos. 02-11 and 04-12 with regard to the
number of authorized members of the Palm Desert Youth Committee and direct staff to
move forward with advertising for members to accomplish this goal.

RESOLUTION NO. 06 - 12
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, RELATIVE TO THE PALM DESERT YOUTH COMMITTEE
RESCINDING RESOLUTIONS 02-11 AND 04-12
WHEREAS, a Palm Desert Youth Committee is hereby created and established for
the City of Palm Desert. The Youth Committee shall be known as and referred to as the
"Palm Desert Youth Committee" or the "Youth Committee"; and
WHEREAS, the Youth Committee shall be comprised of fifteen (15) members
between the ages of 13-18 who all reside within the City of Palm Desert or attend school
in Palm Desert; and
WHEREAS, members of the Youth Committee will be appointed by the City Council.
Such appointments will be made at a regular City Council meeting; and
WHEREAS, members of the Youth Committee will serve one year terms
commencing upon appointment by the City Council; and
WHEREAS, vacancies on the Youth Committee will be filled by appointment by the
City Council; and
WHEREAS, regular meetings of the Youth Committee will be held monthly at a time
and place to be determined by its appointees; and
WHEREAS, three unexcused absences from regularly scheduled meetings in a
calendar year will constitute an automatic resignation; and
WHEREAS, it shall be the responsibility of the Youth Committee to make
recommendations to the City Council with respect to matters concerning the City's
programs and projects targeted to serve young people of the community. The Youth
Committee shall have the authority and responsibility to plan, organize, and implement,
with the assistance and support of appropriate members of the City staff and within budget
limits, events, programs, and activities for the young people of the community.
WHEREAS, accurate and permanent records of the actions of the Committee will
be kept, and such records will have the same status as records of other committees and/or
commissions of the City; and

WHEREAS, each September the Youth Committee will elect one (1) of its members
to serve as chair and one (1) of its members to serve as vice -chair for service during the
subsequent calendar year. The Chair and Vice -chair will serve at the pleasure of the
Committee. The Committee may adopt such rules and regulations as it deems necessary
to provide for its other officers and their method of selection, and for other matters relative
to its work and administration. Minutes, resolutions, and all other official records of the
Committee will be filed with the City Clerk.
WHEREAS, members of the Youth Committee will serve without compensation.
Expenses incurred by the members of the Committee in the performance of their duties will
be authorized in advance by the City Manager or his/her designee and will be consistent
with the adopted budget of the City. Claims for expenses will be filed with the Director of
Finance/City Treasurer and will be subject to audit and the approval by the City Council,
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, that upon adoption of Resolution No. 06 - 12 it shall become
effective January 26, 2006.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Palm
Desert, California, at its Regular meeting held on the 26th day of January, 2006, by the
following vote, to wit:
