APRIL 24, 2006

CALL TO ORDER
Chair Kent Routh called the meeting of the Historic Preservation Committee to
order at 10:00 a.m.

III. APPROVAL OF MINUTES

with the wording changes suggested by Jim

A. CHAIR REPORT — Kent Routh

Change from Committee to Commission — Chair Kent Routh asked for
clarification regarding the difference between a Committee and
Commission. Amir Hamidzadeh, Director of Building and Safety, indicated
that it is his understanding that a Commission could vote to take action on
an item, and a Committee would make recommendations. Mr.
Hamidzadeh pointed out that the current ordinance refers to them as a
Board; however, Council appointed them as a Committee.

Committee Member Vera Handley commented that according to the rules
of order at the College of the Desert a Committee has to submit for
approval; a Commission could make a decision by itself.
Motion: Committee Member Jan Holmlund moved that the Committee
believes the naming of the Historic Preservation Committee to be
confusing because of different terminology that is used throughout the
City, sometimes in the ordinance and certainly in the appointment. The
Committee would like to clarify the name and discover what is the proper
and fitting name for the Historic Preservation Committee. Committee
Member Vera Handley seconded the motion. It received unanimous
approval 8-0.
Committee Member Kim Housken suggested that this might be better
addressed in conjunction with the ordinance review since the current
ordinance doesn't support this change.
Committee Member Jim West commented that this motion provides
clarification that this committee/commission feels it is important that
everything about the Committee is consistent, and assures that a
consultant or whoever is involved in the future takes this into account.
Committee Member Gale Broeker pointed out that the Cities of Palm
Springs and Rancho Mirage are commissions.
Amir Hamidzadeh, Director of Building and Safety, commented that he felt
it was better to address this item as part of the ordinance review.
B. SUBCOMMITTEE REPORT
1. Committee Member Jim West said that a new site list was provided to
each committee member dated 4/24/06.
2. Committee Member Jim West indicated that Richard Twedt, Public Arts
Manager, asked him to report that the walking tour book is at the printers.
Mr. West said he feels this will be a highly successful publication.
3. Committee Member Jim West commented that there has been publicity
about a hotel zone overlay that will go to Council sometime in the future.
Mr. West indicated that for purposes of the Committee it is important to be
aware that there are sites that are on the site list and fall in that general
area and have historic interest. Following is a list of those sites:
■ #36 — 73721 Shadow Mountain Drive — Mojave Resort (not sure if
this site falls in the area)
■ #35 — 45395-45575 San Luis Rey -- Shadowcliff
■ #170 — 45350 San Luis Rey — Sun and Shadows
■ #179 — 73758 Shadow Mountain Drive — Desert Patch Inn
■ #55 — 73860 Shadow Mountain Drive — Continental 6 Co-op

Not on the unofficial site list — Aloha Palms demolished in
preparation for hotel that is being proposed in the area. (Mr. West
did get pictures before it was demolished).
4. Committee Member Vera Handley said she contacted the President of
U.C. San Bernardino at the new campus and asked for a write up on the
history of the buildings. They indicated they wanted to provide the
information and Ms. Handley will continue to follow up.
5. Committee Member Gale Broeker indicated that her research is being
done by using primary sources i.e. the assessor records which gives the
year built, current owner, full description of the property, and building
permits. In addition she does full title searches that provide conveyance
dates. Then she uses secondary sources such as the Historical Society
Palm Desert and newspaper articles.
6. Committee Member Bob Pitchford submitted a copy of a photo for the
Medical Arts Building at 73960 and 73970 El Paseo built approximately in
1961 and 1962. In addition, Mr. Pitchford has the original plans for these
buildings. Mr. Pitchford also provided a copy of a sketch for a golf driving
range building, which was located across from where Moeller's Nursery is
now.
C. INDIVIDUAL COMMITTEE MEMBER REPORTS
Chair Kent Routh indicated that a draft letter was prepared in response to
a City Council meeting minutes of March 9, 2006. He asked each
Committee member to review the draft letter.
The Committee took a 5-minute recess to read the letter, and then the
Committee reconvened.
Chair Kent Routh commented that the Historic Preservation Committee
has not declared any property as a historic site. He pointed out that there
is a list of potential unofficial sites and the intent was that for the people
who own or who are interested in owning those properties there would be
no cloud on them. In addition, this letter is asking for a routing system and
help with a consultant. Mr. Routh said that there needs to be a motion.
Motion: Committee Member Jan Holmlund moved to accept the draft with
addenda as necessary or changes as required by the Committee.
Committee Member Gale Broeker seconded the motion. This motion
received unanimous approval 8-0.
Several wording changes were discussed, which will be made to the draft
letter before it is forwarded to the City Council for the April 27, 2006
meeting.

V. OLD BUSINESS
A. College of the Desert Campus Changes Update — Chair Kent Routh said
that he and Committee Member Kim Housken attended the COD campus
changes meeting. Committee Member Kim Housken commented that moving
back to the old campus library (Hilb Center) is being considered. However,
they would like a study center, which could possibly be an addition to the
building and add an interior story. There is another meeting scheduled to
discuss this item. In addition, the developer indicated he would like to come
and talk to the Historic Preservation Committee.
B. Consultant Update — Amir Hamidzadeh, Director of Building and Safety,
said that a proposal has been received from LSA Associates, Inc. to review
the ordinance and develop a Mills Act program. The City Attorney is
reviewing it and after his review and comments a contract will be prepared.
Committee Member Jan Holmlund asked how the City is using current block
grants and wondered if they are considered for historic preservation. Mr.
Hamidzadeh said he would find out and let the Committee members know.
C. Film Update -Desert Utopia -- Committee Member Jim West said that the
film "Desert Utopia" was shown on the east coast and it was well received;
however, the interest is in the Coachella Valley. Mr. West indicated that there
is a real possibility that there may be additional filming in the desert, and he is
encouraging them to take those images in Palm Desert. Amir Hamidzadeh,
Director of Building and Safety, said that he checked and the City Council
Chambers is equipped to show the film. He indicated that the first showing
could be for City Council members, interested staff, and Historic Preservation
Committee members. Committee Member Jan Holmlund suggested that
other city preservation committees could be invited as well i.e. Indian Wells,
Rancho Mirage. Mr. Hamidzadeh suggested that once we know when the
DVD is available he could then check on the availability of the Council
Chambers.

X. CONFIRM NEXT MEETING DATE AND ADJOURN
The Historic Preservation Committee's next workshop is Friday, May 19, 2006,
10:00 a.m., Council Chambers Conference Room
The Historic Preservation Committee's next regular meeting is Monday, May 22,
2006, 10:00 a.m., Administrative Conference Room.
Chair Kent Routh adjourned the meeting at 11:45 a.m.
