REQUEST: Approve the Reimbursement to WDL Construction for Payment
of CVWD Sewer and Water Connection Fees for the
Corporation Yard Expansion (Project Number 715-00).

Recommendation:
Approve the reimbursement to WDL Construction for payment
of CVWD sewer and water connection fees in an amount not to
exceed $120,602.00 for the Corporation Yard Expansion
Project, authorize the Mayor to execute Change Order No. 1 to
Contract No. C19250A, and approve the transfer $120,602.00
from contingency to base.
Discussion:
On June 23, 2005, City Council approved Contract No. C19250A with WDL
Construction in an amount of $5,211,904.00 for the Corporation Yard Expansion
Project. See attached Vicinity Map. The Council also approved a 10% contingency
($521,190.40). The Notice to Proceed with construction of the Corporation Yard
Expansion Project was issued to WDL Construction in August 2005. Construction is
approximately 85% complete and is currently on schedule to be done by September
2006.
Staff requests approval of the reimbursement to WDL Construction for payment of
CVWD sewer and water connection fees for the Corporation Yard Expansion. Staff
had WDL Construction pay these fees to avoid a costly delay for the installation and
inspection of the sewer and water line systems. See attached request for change
from WDL Construction. Unless, any building code or safety issue arises, this
should be the only construction change required for this project.

Staff recommends that City Council, by minute motion, approve the reimbursement
to WDL Construction via Change Order No. 1 to Contract C19250A; authorize the
Mayor to execute the same and to move $120,602.00 from contingency to base into
Account No. 231-4330-413-4001.

Your application for an 8-inch detector check complete has been conditionally approved in
accordance with regulations governing domestic water and sanitation service. The estimated
costis $15,000.00.
The above is an estimated cost for the proposed work; however, you will pay the actual cost
of the work. If the cost is more, you will be billed and if the cost is less, you will be
refunded.
The estimate represents the cost of the proposed work, many factors such as inflation, wage
increases, differing field conditions, and equipment shortages may result in the cost estimate
being exceeded. If the deposit has not been made within 60 days, we reserve the right to
review and revise.
The exact location of the detector check must be marked by you or your engineer so that our
operations department can install the detector check in the proper location. Please complete
the enclosed stub -out staling information form and return it with your deposit.
We schedule the installation in the order we receive the deposits, providing all the necessary
support and materials are available,

This estimate does not include the following fixed costs:

1. The Water System Backup Facilities Charge of $43,999.90.
2. The Supplemental Imported Water Supply Charge of $12,866.70.
3. The Sanitation Capacity Charge of $17,585.00.
4. A %-inch meter and 1-inch service at $1,600,00.
5. A 2-inch meter and 2-inch service at $2,400.00.
6. A l-inch reduced pressure backflow preventer at $800.00.
7. A 2-inch reduced pressure backflow preventer at $1,600.00.
8. A 2-inch meter surcharge of $11,358.00.
District regulations permit the owner of a commercial/industrial building to utilize either a
single service connection to the building or a single service connection to each suite within
the building. If the building is remodeled or the use changed, it is the owner's responsibility
to notify the District and, if necessary, additional meters will be installed at the owner's
expense.
Total fixed costs are $92,209.60.
The above fixed costs are subject of increase if not paid within 60 days of the date of this
letter.
Enclosed are Invoice No. 22036 in the amount of $107,209,60 for charges outlined and
3 meter application cards. Upon receipt of this amount and the executed meter application
cards, the installations will be scheduled as soon as possible.
The Sanitation Capacity Charge is based on your proposed use and preliminary information
and is subject to review and/or revision at any time. In accordance with the Regulations
Croveming Sanitation Service, if the building is remodeled or the use changed, an additional
capacity charge at the prevailing rate sbali be calculated based on the increased demand on
the sewer system.
The estimated cost of the detector check installation is based on a single check detector
check. ff the proposed fire service meets any of the conditions of the California
Administrative Code Title 17, Public Health, that require a greater level of protection, you
must notify the District immediately. A double check detector check will be installed at the
developer's expense. Failure to report these conditions may result in the discontinuance of
water service and/or fire protection service until arrangements have been made with the
District for the installation of the proper device.
The District requires private fire hydrants served from a detector check be painted red with
the bonnet color determined by the fire marshal.

All valve well lids within your private water/fire system shall be generic and free of any
CVWD labeling.
District facilities, such as fire hydrants, detector checks and meter boxes, shall not be located
in a sidewalk or driveway. In the event you install a sidewalk or driveway around any
District facility, District forces will relocate the facility at your expense.
Sewer laterals requiring a sewer cleanout shall not be located in any sidewalk, driveway or
entryway. In the event you install a cleanout within a sidewalk., t�riveway or entryway, the
cleanout will be relocated at your expense.
Curb, gutter and sidewalk shall be in place before any water facilities are installed
