Amendment No. 1 to Contract C22310A with RBF Consulting, Inc. in the amount of $157,710.00 for additional engineering services to complete the plans, specifications, and estimate for the Ramp Modifications at the Monterey Avenue Interchange on Interstate 10; and 2. The transfer of $23,705.50 from contingency to base for this amendment. Discussion: On October 14, 2004, City Council approved Contract C22310A with RBF Consulting, Inc. in the amount of $237,055.00 for engineering services to prepare the plans, specifications and estimate (PS&E) for the proposed westbound on- and off-ramp modifications at the Monterey Interchange on Interstate 10 (I-10). The ramp modifications consist of realigning the westbound I-10 off-ramp to Varner Road and inserting either a loop or hook on-ramp from northbound Monterey Avenue to westbound I-10. This will eliminate the congestion and queuing experienced on northbound Monterey Avenue for vehicles entering the westbound I-10 on-ramp. Staff has prepared Amendment 1 to Contract C22310A resulting from negotiations with RBF for additional design services that were not anticipated when the original scope of work was negotiated. Amendment 1 to C22310A with RBF Consulting-Monterey I-10 Interchange PS&E Page 2 of 2 July 13, 2006 • Foundation analysis, type selection report, calculations, and design of a non- standard tieback retaining wall adjacent to the north Monterey Avenue bridge abutment. The original scope of work assumed the design of a standard Caltrans retaining wall. • Design of a soundwall along the north side of Varner Road. • Design to accommodate a future lane through the interchange and the documentation and the approval process for meeting ADA standards from the State Division of Architecture. The foundation analysis and design of the non-standard retaining wall is a critical path design item for completing the PS&E. A future amendment to Agreement C22310A will be required to address additional services required for landscaping design, bidding and construction design support services. Staff has determined that the negotiated cost is equitable for the additional services rendered. The resulting total design fee of $394,765.00 is approximately 9.6% of the estimated construction cost, which is reasonable for a PS&E for the project size and complexity, and requiring review and approval by Caltrans. Staff therefore, recommends that City Council, by minute motion, approve Amendment 1 to Contract C22310A with RBF, Inc. in the amount of $157,710.00 and move $23,705.50 from contingency to base. In light of the developments of the PR/PSR, several additional work items have been added to the project that were not anticipated and not included in RBF's work plan and is, therefore, being submitted as an additional work request. RBF is submitting this work request for additional task related to: 1. Foundation analysis and structure design for the proposed tieback retaining wall adjacent to the north Monterey Avenue Overcrossing abutment. 2. �andscape, irrigation and slope pavement design for the northwest and northeast quadrant of the Monterey Avenue Interchange. (Not included at this time) 3. Items of work identified during the Project Initiation / Project Approval / Environmental Document Phase including soundwall design, I-10 mainline design and ADA report. 4. Updates in Caltrans procedures, standards and policies such as ADA and Pavement Peer reviews. 5. Construction Support Services (Not included at this time) For the work related to the processing of the PS&E for the project, RBF has identified the following tasks associated with the change in our original scope of work. The items of note are: Task 1: Foundation Reoort / Pavement Desian Peer Review Reoort The scope of our work laboratory soil testing geotechnical paramefers proposed improvements. includes conducting a geotechnical field investigation and program, and performing various analyses to develop and recommendations for design and construction of Results obtained from the field investigation and laboratory testing program will be used to establish idealized soil profiles and soil strength parameters used for analyses and design. Two additional reports for the project: (1) a Preliminary Foundation Report (PFR) to support Type Selection of the tieback/retaining wall, (2) a Structure Foundation Report for the proposed wall; (3) and soii corrosivity. The PFR ar�d Foundation Report will be prepared in accordance with the Caltrans Guidelines for Foundation Investigations and Reports Manual (2002). The reports will summarize the findings of the field investigation and laboratory tests, results of the geotechnical engineering analyses, and present recommendations for the proposed improvements. Reports will include boring logs summarizing the observations at each boring location. These reports will be in addition to the materials report scope in the contract. Per the Caltrans Design Memorandum regarding the Guidelines for District Pavement Design Approval/Peer Review Process, dated January 2000, a Pavement Peer Review Report will be prepared for submittal to Caltrans. This report will allow Caltrans to better review the proposed pavement design based off of the soil conditions, vehicle loading type and tra�c volumes. RBF will attend the necessary meetings to discuss and review the pavement design. Task 2: Retaininq Wall Desiqn / Tvpe Selection Report It is anticipated that a permanent earth-retaining structure (retaining wall) will be necessary to accommodate the proposed modiFications to the entrance ramp to westbound I-10. The proposed wall will retain the existing Monterey Avenue Overcrossing's abutment embankment slope. As part of this task, RBF will study various structural alternatives and determine the appropriate structure type at this location. Factors to be considered as part of this process include the ramp's proposed horizontai and vertical alignment, proximity of the ramp to the existing bridge abutment, existing abutment foundation considerations, constructability, foundation requirements, and construction cost. It is known that Caltrans has specific requirements in regard to the acceptability of certain retaining wail types to be located within existing bridge abutment slopes, and RBF will work closely with the Caltrans Structures Liaison Engineer to ensure compliance with these requirements and facilitate Caltrans approval of the project. A. Type Selection Report � coHsu�riNo PLANNIN� ■ �E61GN • OON9TRYCTION 6/29/2006 Mr. John Garcia Page 3 of 6 RBF will prepare an Advance Planning exhibit for the proposed retaining wall in accordance with the applicable provisions of Caltrans Memo to Designers, Section 1-8, inciuding a preliminary estimate of structure construction cost. The APS exhibit will be submitted for review and comment by Caltrans, prior to RBF proceeding with final design of the structure. In accordance with Caltrans Division of Engineering Services Office of Special Funded Projects Information and Procedures Guide, Section 42, RBF will engage Caltrans through the Structure Type Selection process for the wall. A Structure Type Selection Report will be prepared and submitted for review and approval by Caltrans prior to RBF proceeding �with final design of these structures. B. Structure Design Calculations The structure will be designed by a California-registered civil engineer in accordance with the applicable provisions of the latest editions of the foliowing Caltrans manuals: • Caltrans Bridge Design Specifications • Caitrans Seismic Design Criteria (S.D.C.) • Caltrans Bridge Memos to Designers • Caltrans Bridge Design Aids C. Structure Independent Check Design Calculations In accordance with Caltrans' requirements, a California-registered civil engineer who was not directly involved in the initial design of the structure will independently check the structure design. The independent check wiil be perFormed in accordance with the applicable provisions of the Caitrans manuals listed above. Any significant differences between the initial design and the independent check will immediately be resolved between the two licensed engineers untii substantial agreement on the final design is achieved. Any required changes will be made to the design and construction documents. D. Structure Plans Structure plans will be prepared in accordance with the applicable provisions of the following Caltrans manuals: . Bridge Design Details; � CON3l1LTIN� PLANNIN� ■ CEBIGN ■ CONSTRUCTION 6/29/2006 Mr. John Garcia Page 4 of 6 Plans Preparation Manual; and Plans, Specifications, and Estimates (PS&E) / Ready-to-List (RTL) Guide Task Item 3: Soundwall Desian Per the Noise Report that was prepared during the PA/ED phase of the project, a 130 m sound wall will be required as part of the project to mitigate the noise generated by the proposed traffic of the on- and off-ramps through Varner Road. The wall is proposed to join the existing wall along the north side of V�rner Road. Plan and profile sheets will be prepared to the County of Riverside standards and coordinated for approval by the County. RBF is requesting additional compensation to prepare the soundwall design including 1 additional plan/profile wall sheet, one additional detail sheet, cost estimating and preparation of specifications for the additional soundwall. Task Item 4: Landscauina Desiqn (Not included at this time) The County of Riverside is currently in the process of completing a landscape project that will be impacted by the proposed interchange modiFcations in the north-east quadrant of the Monterey Avenue / I-10 Interchange. The current landscape project has been approved by Caltrans and is in the bidding / advertisement phase by the County of Riverside. it has been agreed upon by the City and County to include this additional work to the design scope of the Monterey Interchange modification project. RBF will prepare one set of final landscape construction plans, specifications, and Opinions of Probabie Construction Costs for the project in su�cient form and detail to obtain approval from Caltrans, the Coachella Water District, and the City of Palm Desert, and to facilitate bidding and construction of the landscape improvements. The plans shall be prepared based on the approved Landscape Concept Plan and VIA prepared by RBF. The plans shall be prepared in Caltrans format utiGzing Microstation on based maps prepared by RBF under a separate task. The plans and Opinions of Probable Construction Costs will be combined with other RBF plans package and shall be submitted to the City for review and approval prior to other agency processing. The normal Caltrans process includes a submittal when the plans are 65% and 100% complete. Task Item 5: Additional Mainline Desian The Caltrans Route Concept Report states that the Ultimate Configuration of the I-10 through the project limits is an additional through lane in each direction. As stated in the Caltrans Project Study Report for the I-10, dated March 2002, an additional mixed- � coHsuinN� PLANNING ■ oEHIGN • CpN9TRYCTION 6/29/2006 Mr. John Garcla Page 5 of 6 flow lane is uitimately proposed on the outside lane of the I-10. Subsequently, a Project Study Report has been prepared for the additional lane. As such, Caltrans has stated that all proposed projects should include this lane in the design within the project limits to not preclude the future lane. RBF is requesting additional compensation to include approximately 650 m of the additional through lane and to modify the on- and off-ramp to facilitate the future Iane while still meeting Caltrans standards for the existing number of lanes. Task Item 6: Accessibilitv Desinn Standards Review Per the Caltrans Design Information Builetin Number 82-01, dated November 2004, the Americans with Disabilities Act (ADA) of 1990, along with it's implementing regulations, and the California Government Code Sections 4450 et seq. prescribe that facilities shall be made accessible to persons with disabilities. To comply with the ADA, the Federal Highway Administration (FHWA) has recommended that the Americans with Disabilities Act Accessibility Guidelines for Buildrngs and Facilities (ADAAG) shall apply to the design of the California Department of Transportation (Department) facilities. RBF is requesting additionai compensation to document and list the aspects of the project that pertains to the ADA standards and prepare the Division of State Architect (DSA) application form, DSA-1, and the necessary information to process the project through the DSA. RBF will work closely with the State Architect to ensure that all documents needed to process the application are provided. Task Item 7: Biddina Suuuort i'Not included at this time) At the Ciry's option, RBF will provide bidding support during the bidding process. RBF will assist the City in packaging up the bid documents in preparation for bidding to contractors. RBF will also assist the City in responding to questions regarding the project cost estimate and special provisions. Task Item 8: Construction Suoaort /Not included at this time) At the City's option, RBF will perform the following specific tasks to provide the City of Palm Desert with support services during advertising, bidding and construction of the project. The output for each task is self-explanatory. A. Respond to RFI Respond to inquiries and provide consultation regarding design issues during construction as requested by the City/County. B. Shop Drawing Review Review project submittals and shop drawings.
