APPROPRIATE $2,000 from the unobligated General Fund Reserves for funding support of the Missing Man Memorial. Discussion Jacqueline Cochran Regional Airport Authority Staff recently received a request from Lee Stanley, with the Distinguished Flying Cross Command, concerning the installation of a new monument at this airport. The proposed Missing Man Memorial is designed (see attached diagram) and some of its elements acquired; however, proponents have been unsuccessful in raising the $21,000 in funds required for the monument and request assistance from the Airport Authority's member agencies. The monument is a tribute to all airmen/women who served their country and furthered the interests of aviation. It will also serve as a memorial commemorating those missing pilots who flew in the face of danger and sacrificed their lives in defending our country. Authority staff recommends that the member entities consider funding the proposed memorial through a supplemental assessment, which would require approval from each participating city and the County of Riverside. Staff recommends funding this memorial at the requested amount. The proposed o monument, which is referred to as the Missing Man Memorial, has already been designed (see attached diagram) and some of its elements acquired; however, the Redevelopment proponents have not been able to fully fund the monument and are requesting the Agency Authority's assistance. 0 The purpose of the proposed monument is to serve as a tribute to all airmen and County Service honor and pay homage not only to the accomplishments of Jacqueline Cochran Areas (Aviatrix) but to all airmen who served their country and those who furthered the interest in aviation. It will serve as a living memorial to commemorate those missing 0 airmen who flew off into the face of danger and are no longer with us. Workforce Development The primary element of the proposed monument is a World War II (Liberator) propeller standing 7 tall and has a black granite surrounding its base. The granite base would be inscribed with the names of the County and Cities who elected to 0 support this tribute. Edward -Dean Museum The propeller would be place in the center of the circle to be called "The Circle of & Gardens Honor' and have a berm surrounding it (Graphic Enclosed). This would allow for the future placement of 14" x 14" etched granite plaques to honor certain persons 0 whose contribute both to the monument, Jacqueline Cochran and persons who Aviation aided in the further development of the airport. It has been suggested that the funding of this project be borne by the 5 cities represented and $11,000 by the County of Riverside. At its last meeting (5/22/06) at the JC airport the above was supported by Roy Wilson (Commissioner) and so entered into the minutes of the meeting. The remaining estimated cost of $11,000 would be equally divided among the 5 cities amounting to $2,200.00 per city. In 1986 he founded the IFW&TWA, serving as President until 1990. In 1992 he teamed with Pita Stanley to form the East -Wed News Bureau (EWNB)-a dynamic network of professional Travel, Food & Wine Writers, Photographers and Photojournalists qm nning the globe. In 1999, the EWNB formed an alliance witkthe North American Travel Journalists Association (NATJA) and L"organisation Mondiale de la Pmsse (OMPP) in Belgium to become the largest organization of Professional Journalists in the world. An inventor and creator of ideas and a creative conceptualist; Lee Stanley envisioned EWNB- now one of the greatest satellites of global positioning for writers in the Hospitality, Travel and Wine industries. The Bureau offers writers the , r' r .:. , . ity for members stories to be published throughout the world, connecting with more than 300 major publications (6 million readers) via its exclusive E-wire service. Stanley's writing career began with STARS and STRIPES, a W W 2 military publication. He served as a Naval Aviator in W W-2 and Korea and distinguished himself by being awarded the DISTINGUISHED FLYING CROSS with one star and six AIR MEDALS for heroism above and beyond the can of duty. He retired after 22 years of distinguished service. He then hired on with Pan American World Airways flying familiar routes from San Francisco to Japan. He also flew Constellations far World Airways out of Oakland, California. His trips to Japan exposed him to the foods of Asia and was so inspired by the Asian Cuisine he attend several Japanese cooking schools, including the famous Sushi School in Tokyo. Stanley continued his culinary education, attending many Asian and European cooking schools. He apprenticed for Philippine Airlines Inflight Kitchen and the Manila Hotael, where he perfected his cooking skills. In 1980 he was invited to attend the Hotel School at Lauzanne, Switzerland honing his skill in the kitchen. His expertise and won earned him a spot in the kitchen one of the world's most famous restaurants: Fredy Giradet in Lauzanne. Inspired by the many facets of the Hospitality industry and his travels during his tenure as a commercial pilot, Stanley began to expand his writings outside of cooking. His travel articles, stories and photos have been published in many National and International Publications. Lee Stanley is married to Pita his `inspiration' and shares the awesome responsibility of administering EWNB. "We work well together". She is calm and methodical, while I am compulsive and a perfectionist. MEMBER SOUTHERN CALIFORNIA RESTAURANT WRITERS ASSOCIATION. 3/24/06 ADDENDUM TO CREDENTIALS & AWARDS AUGUST 9, 2003: Founded the DISTINGUISHED FLYING CROSS DESERT FLIERS COMMAND with 9 members. As of this date we now have 63 members. All have been awarded the DISTINGUISHED FLYING CROSS MEDAL. This is the highest award an airman can receive. We meet 6 every other month for breakfast 3 times a year at the Desert Willows Golf Club in Palm Desert and 3 times a year at the Hyatt Grand Champions in Indian Wells. A formalized program is in place with guest speakers and members telling of their war time experiences. One of the protocols is to set a table to honor and commemorate ALL MISSING AIRMEN by setting a separate table and raising our glasses in a toast. We also sound a ships bell with the announcement of the names of our missing comrades. NOVEMBER 11, 2004: I led our group in a military formation to dedicate the only DFC monument in the world. I was inspired to create and design a monument to stand the test of time so that the memory of our members would be forever remembered. The Monument is named the DFC WALL OF HONOR and sits in the center of a WALK OF HONOR. The dedication was attended by more than 700 family members, guests and visitors. JANUARY 1, 2004: I was inspired to create a monument dedicated to ALL MISSING AIRMEN. This monument is now in the process of wending its way through the various Commissions &/or Departments for approval. This monument is completely funded. There are no funds being sought to support this project.
