CALL TO ORDER Chairman Elliott Smith called the meeting to order at 6:00 p.m. II. ROLL CALL Members Present: Raine Armstrong Samantha Cortese Ryan Sheehy Elliott Smith, Chair Christina Sun Nicholas Talboys Elie Wohlmuth Guests: Jonny Rohrbaugh Lt. Steve Thetford, Palm Desert Police Department Staff: Patricia Scully, Sr. Management Analyst III. CONSENT CALENDAR A. APPROVAL OF JANUARY 3, 2006, MEETING MINUTES Member Nick Talboys moved to approve the January 3, 2006, meeting minutes. Motion was seconded by Member Christina Sun and carried 7-0. IV. NEW BUSINESS A. UPDATE ON TRAFFIC ISSUES ON EDGEHILL DRIVE — PALM DESERT POLICE CHIEF STEVE THETFORD Palm Desert Police Lieutenant Steve Thetford explained how the Police Department administers the process of traffic control at various locations throughout the City and described what actions would be taken during the next month with regard to traffic issues on Edgehill Drive. He will make an oral report at the March 7, 2006, Youth Committee meeting. Upon question by Member Raine Armstrong, Lt. Thetford explained that the installation and maintenance of sidewalks is an issue controlled by the City of Palm Desert rather than the Palm Desert Police Department. APPROVED MINUTES PALM DESERT YOUTH COMMITTEE FEBRUARY 7, 2006 Member Armstrong requested that Ms. Scully provide him with copies of traffic statistics throughout the City upon receipt by the Palm Desert Public Safety Commission. B. CITY COUNCIL REQUESTS FOR ACTION — MEDICAL MARIJUANA LEGISLATION — Mayor Jim Ferguson In Mayor Jim Ferguson's absence, Lt. Thetford described the conflict between Federal and State Law with regard to the legality of Medical Marijuana. C. "MY SPACE" WEBSITE Chairman Smith appointed Committee members Talboys, Sun, and Armstrong to research this issue and report back to the Committee at its April meeting. V. CONTINUED BUSINESS A. INFORMATIONAL UPDATE ON MARCH 25, 2006, - PUBLIC SAFETY DAY 1. Pancake Breakfast Palm Desert Fire Department Battalion Chief Travis Whiten will supervise activities at the pancake breakfast on the day of the event. Ms. Scully advised Committee members to plan on arriving at the Civic Center Park, Pavilion No. 1, no later than 6:00 a.m. This event was now being organized in a timely manner and Breakfast ticket sales were going well. Ms. Scully advised the Committee members to pick up tickets to sell at the conclusion of the meeting. 2. Public Safety Displays The public safety displays, programs, and demonstrations have been sited in the Park. In addition, three helicopters will be taking off and landing throughout the event, along with many other activities, including a recruitment booth. Members of the Youth Committee will be assigned to various locations throughout the Park on the day of the event. 3. Activities Ms. Scully advised that Member Samantha Cortese will give a report for staffing of planned activities at the March Committee meeting. 2 APPROVED MINUTES PALM DESERT YOUTH COMMITTEE FEBRUARY 7, 2006 4. Advertising Ms. Scully reported that advertising through the usual City outlets was proceeding in a timely manner. VI. OLD BUSINESS A. APPOINTMENT OF CITY COUNCIL MEETING REPRESENTATION Chairman Smith requested that Ms. Scully prepare a sign-up sheet for presentation at the March meeting. VII. INFORMATIONAL ITEMS A. CITY COUNCIL None B. NLC YOUTH ONLY WEBSITE Chairman Smith reported that the subcommittee appointed to investigate the "My Space" website also investigate this resource. C. CITY OF TEMECULA TEEN ACTIVITIES The Committee requested that this issue be continued to the June meeting for consideration. Vill. REPORTS AND REMARKS A. COMMITTEE MEMBERS Upon question by Member Elle Wohlmuth, Lt. Thetford challenged her to research the recently enacted law regarding new drivers and report her findings at the March meeting. B. STAFF Ms. Scully reported that Chairman Smith was recently interviewed for the Rotary Youth Leadership Academy and wished him luck. Ms. Scully reported that the City Council approved an increase in membership for the Youth Committee at its January 26, 2006, meeting. The membership has changed from seven committee members and three alternates to fifteen committee members. She requested Committee members begin actively recruiting for new members. '91 APPROVED MINUTES PALM DESERT YOUTH COMMITTEE FEBRUARY 7, 2006 Ms. Scully introduced Jonny Rohrbaugh, whose application will be reviewed by City Council at its February 9, 2006, meeting, for appointment to the Youth Committee. Ms. Scully advised the Committee that lunch would be served to the Committee on Public Safety Day and that the joint City Council/Youth Committee meeting would be scheduled in May. IX. ADJOURNMENT Member Sun moved to adjourn the meeting at 7:15 p.m. Motion was seconded by Member Talboys. Motion carried 6-0, with Member Cortese absent.
