STAFF REPORT
REQUEST: Palm Desert Partnership Demonstration Project

Recommendation:
1. That the City Council approve the City's participation in the Palm Desert
Partnership Demonstration Project;
2. That the City Council authorize the creation of the Office of Energy
Management and the appropriate personnel;
3. That the City Council appropriate $100,000.00 to promote the project
campaign for City residents and businesses;
4. Authorize an amendment to Contract No. 24690 with EcoMotion, Inc. for an
amount not to exceed $20,000.00 for assistance with the development of the
Implementation Plan for the Palm Desert Partnership Demonstration Project;
5. That the City Council direct staff to draft a new construction ordinance
establishing minimum standards for energy efficiency;
6. Authorize the Director of Finance to appropriate funding for the above
expenditures from unallocated general fund reserves.
Background:
The Palm Desert Partnership Demonstration Project is an ambitious 5-year program with the
goals of a city-wide 30% reduction of energy use and a 30% reduction of peak energy

demand. The partners with the City of Palm Desert are Southern California Edison,
Southern California Gas Company, The Energy Coalition, and the California Public Utilities
Commission. There are substantial funds earmarked for this project from our partners. The
purpose of this request is to obtain Council's approval to fulfill the City's commitment,
responsibilities, and financial participation for this program.
Staff is asking for Council approval to form a new department titled: Office of Energy
Management. This department, reporting directly to the City Manager, will be responsible for
coordination, promotion, implementation, and tracking of the various energy efficiency
programs offered in this 5-year project. This department will work in concert with the utilities
and their subcontractors and be the main contact point for citizens of Palm Desert involved
in this project. Additionally, this department will coordinate with other city and agency
departments for implementation of energy conservation measures on our existing housing
stock and building inventory.
The personnel requested for this department, new positions, are as follows:

For the 4' quarter balance (April 11 to June 30') of fiscal year 2005/06 the cost for the
above new positions, including benefits, is approximately $77,500.00.
Staff is requesting $8,000.00 additional appropriation for supplies and, if needed, furniture
for this new department.
After consultation with the Assistant City Manager for Community Services, Sheila Gilligan,
it is requested the Council approve an additional appropriation of $100,000.00, and add
these funds to the existing advertising and promotion budget as a line item marked for this
program.
The Partnership Plan in its current form needs additional work to incorporate the
implementation strategies for the various programs offered in this plan. The original cost of
the contract, $24,000.00, was expended in the development of several editions of a draft
document which evolved into the current Partnership Plan you have before you today. Ted
Flanigan, the Principal in EcoMotion, Inc., has been an instrumental member, along with our
team mates from Southern California Edison, Southern California Gas Company, and The
Energy Coalition, in this endeavor.
It is requested that the Council direct staff to begin work on an Energy Conservation
Ordinance which will accomplish greater energy savings than set forth by the minimum

standards in Title 24 of the California Administrative Code. Pursuant to State law, the
development of this ordinance needs to have a "cost effectiveness" study completed and be
approved by the California Energy Commission prior to introduction to the City Council for
the first reading of this ordinance. Staff will report back to the Council with a time line for this
process.

EcoMotion - The Power of the Increment
Contract Amendment for EcoMotion
City Contract No. C-24690
The purpose of this contract amendment is to extend the City of Palm Desert's contract
for EcoMotion to support the planning and design of the 30:30 Strategic Partnership. The
initial contract to provide project scoping services and to develop the draft
implementation plan for the project was successful. At this time, additional hours are
required to finalize the Five Year Program Implementation Plan and to guide the City of
Palm Desert in the next two months and through the final planning processes prior to
program implementation.
Scope of Services
In particular, additional hours are required for the following functions:
1. Ongoing advisory services
24 hours
Continued advice for City officials and staff regarding the 30:30 Strategic
Partnership. In particular, helping the City position for a successful partnership with
both Southern California Edison and Southern California Gas.
2. Finalizing the Strategic Plan
48 hours
Taking a lead role in merging the planning documents developed thus far and
preparing a "final" strategic plan for stakeholders' approval.
3. Contributing to Marketing and Outreach 12 hours
Working with City staff regarding the marketing and outreach aspects of the project.
Preparation, attending, and follow-up to the March 22, 2006 marketing and outreach
meeting in Palm Desert.

4. Additional Support Services 12 hours
Providing a host of support services prior to the implementation phase of the project,
including developing a monthly work plan for the project's first year.
Summary
At this time, Ted Flanigan has been authorized to do 48 hours of work above and beyond
the initial contract for a total cost of $6,000 in labor at $125/hour, plus 10% overhead for
a total of $6,600. In addition, EcoMotion has incurred approximately $300 in travel costs.
EcoMotion estimates that to fulfill the work above, approximately 96 hours of additional
time are required, at an hourly cost of $12,000, and commitment of $13,200 including
overhead.
EcoMotion seeks a contract amendment to provide for up to $20,000 (48 hours expended,
96 additional hours anticipated, and $2,000 in overhead costs), and no more than $2,000
in pre -approved expenses.
