Norma Bussing, Chairperson Katherine Hough Barbara Stenning Maureen Thompson John Weston Also Present Absent Kevin Grochau, Vice Chair Kim Snyder Sonia Campbell, Planning Commission Liaison Richard Twedt, Public Arts Manager Deborah Schwartz, Public Art Coordinator Debbie Thompson, Recording Secretary ORAL COMMUNICATIONS City Clerk, Rachelle Klassen swore in new Commission Member Maureen Thompson CONSENT CALENDAR Minutes of the regular meeting held on November 16, 2005 Upon Motion by Commissioner Hough and second by Commissioner Bussing, the Minutes of November 16, 2005, were approved unanimously. 1 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION None VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION TO APPROVE THE SCULPTURE BY ALLISON ARMOUR-WILSON FOR THE 2005/06 EL PASEO EXHIBITION Mr. Twedt reported that "Ferry Man" by Terence Carr has been sold from the current El Paseo Exhibition. He referred to the agenda packed that included an image of the sculpture by Allison Armour -Wilson that is being proposed to replace "Ferry Man". He mentioned that the piece is kinetic and the concentric circles can move when the wind blows or can be locked in a specific position to keep the pieces from moving. It was moved by Commissioner Hough and seconded by Commissioner Weston to approve the sculpture By Allison Armour -Wilson as replacement for "Ferry Man" in the 2005106 E/ Paseo Exhibition. Motion approved unanimously. B. CONSIDERATION OF A THEMED EXHIBITION FOR THE SEPTEMBER 28 — NOVEMBER 30, 2006 EXHIBITION IN THE PALM DESERT COMMUNITY GALLERY Ms. Schwartz stated that she would like the theme for the September 28 through November 30, 2006 Gallery show to coincide with the Art of Food and Wine festival that will take place November 9 through November 12. It was moved by Commissioner Hough and seconded by Commissioner Weston to approve the title of "The Art of Food and Wine" for the September 28 — November 30, 2006 Exhibition in the Palm Desert Community Gallery. Motion approved unanimously. 2 C. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE CITY OF PALM DESERT'S ARTIST REGISTRY Artwork by Maria Artemis, Mike Mandel, Nora Herman, and Kathryn Capley was reviewed to be considered for the City of Palm Desert's Artist Registry. It was moved by Commissioner Stenning and seconded by Commissioner Hough to include Maria Artemis and Mike Mandel in the City of Palm Desert's Artist Registry. Motion approved unanimously. It was moved by Commissioner Hough and seconded by Commissioner Stenning to add Item D. CONSIDERATION OF ARTIST TO BE INCLUDED IN THE CITY OF PALM DESERT'S VIRTUAL GALLERY. Motion approved unanimously. D. CONSIDERATION OF ARTIST TO BE INCLUDED IN THE CITY OF PALM DESERT'S VIRTUAL GALLERY Artwork by Gary Paterson was reviewed to be considered for the City of Palm Desert's Virtual Gallery. It was moved by Commissioner Stenning and seconded by Commissioner Hough to include Gary Paterson to the City of Palm Desert's Virtual Gallery. Motion carried unanimously. VIII. CONTINUED BUSINESS None IX. OLD BUSINESS A. CONSIDERATION TO SELECT THREE FREE STANDING SCULPTURES AND TWO WATER FEATURES FOR THE PALMA VILLAGE NEIGHBORHOOD PARK Mr. Twedt reminded the Commission that the designs for the Palma Village Neighborhood Park by Artist Lynn Basa had been denied by Council several months ago. Council was concerned that the fountain could cause children to slip and get hurt, and did not like the colors presented by Ms. Basa. Mr. Twedt referred to the agenda packet that included images of potential sculptures to be recommended to Council for the park. He stated that he is going to recommend that a fountain feature NOT be considered, as X. there already is a water feature in one area of the park, and experience with other current fountains in the City's public art collection confirm that they are a maintenance nuisance. Mr. Twedt contacted Jorge Blanco who is in the City's Artist Registry asking if he could create an artwork for $10,000.00 to which he proposed "The Runner" (included in the agenda packet). Instead of bringing two water features and three free standing sculptures for Council's approval. Chairperson Bussing suggested modifying the presentation to only recommend three freestanding sculptures because there is already a water feature in the park to which Councilmember Benson concurred. It was the consensus of the Commission to propose to Council two of the running sculptures created by Jorge Blanco. A vote was taken and both Jorge Blanco (The Runner) and Frederick Prescott (Giraffe) received five votes with Mark Hopkins (Hanging Around) as third choice. Mr. Twedt stated that Janis Steele would take the images to the Park and Recreation Commission for its input. After further discussion it was the consensus that Jorge Blanco's pieces were the most preferred and very affective with the possibility of selecting two runners or one runner and the g i raffe. It was moved by Commissioner Hough and seconded by Commissioner Weston to select Jorge Blanco, Frederick Prescott, and Mark Hopkins' art as the preferred choices for artworks for recommendation to Council and to not include a water feature as an option. Motion carried unanimously. PROJECT STATUS REPORTS Palm Desert Community Gallery Ms. Schwartz reported that Elements", ends on March 16. Essay Contest will be installed the current show, "Natural The Annual Student Art and by Wednesday, March 22. "On the Road" will follow the Student art and Essay Contest show. "Call for Entries" for the 2006/07 gallery season have been sent out and applications are due April 13. Those applications will be reviewed at the May meeting. 4 2. Website Ms. Schwartz reported that she is continuing to update the website as needed. 3. Docent Program Ms. Schwartz stated that four new docents have completed training. There is a group of 120 students who tour the art in the park every year, and the new docents will follow along with the continuing docents who will guide that tour. Twelve people attended the second Saturday El Paseo tour on March 11, regardless of the rain. Ms. Schwartz is working with the Marketing Department to create rack cards for the docent program. The cards will be distributed to local hotels. The next second Saturday docent guided tour is April 8, in the Civic Center Park. 4. Embracing the Desert Mr. Twedt reported that "Rattle Tail" by Peter Mangan was installed on El Paseo near Highway 74 yesterday. Mr. Twedt commented that the piece looks great on that pad and he will ask Mr. Mangan to consider donating it to the City. The "Migration of the Butterflies" by A. Dudley Buchanan will be installed in a few weeks on the new pad located in front of City Hall. The piece will eventually move to the Eric Johnson Memorial Garden at the Visitor Center once the Garden is finished. Mr. Twedt is planning to ask Mr. Buchanan if he would be willing to donate the piece to the City for its public art collection. Mr. Twedt is planning to put an article in the City's BrightSide newsletter regarding the Embracing the Desert project. 5. Entrada del Paseo Mr. Twedt reminded the Commission that the deadline for the Entrada del Paseo RFQs is May 1. 5 XI. REPORTS AND REMARKS A. STAFF Mr. Twedt stated that he met with Curator Russell Jacques to review potential artwork for the 2007/08 El Paseo Exhibition. Mr. Jacques is getting some resistance from the gallery/artists due to the low amount of the honorarium. Mr. Twedt is suggesting that the honorariums for the next show be increased to $2,500.00 per piece. Mr. Jacques will make a presentation at the May meeting for the potential artworks. B. COMMISSION MEMBERS • COMMISSION REPORTS Commissioner Hough reported that the Palm Springs Art Museum has approved to commission Jim Isermann to do a site -specific installation, which will be the Museum's first commission. • LIAISON REPORTS PLANNING COMMISSION — Sonia Campbell Ms. Campbell reported that the Planning Commission is trying to bring in a zone change for the El Paseo overlay between Larrea behind El Paseo near Shadow Mountain to build small hotels. Ms. Campbell circulated a rendering of a 12-unit hotel that was being proposed. There were quite a few residents who were not in favor of the hotels and were concerned about the noise and congestion. The Commission continued the project to have staff conduct further research. XI.
