ROLL CALL Present Norma Bussing, Chairperson Kevin Grochau, Vice Chair Katherine Hough Barbara Stenning John Weston Also Present Absent Joe Dickinson Suzanne Greenberg Richard Twedt, Public Arts Manager Deborah Schwartz, Public Art Coordinator Debbie Thompson, Recording Secretary Sonia Campbell, Planning Commission Liaison K. Kaufman, Desert Sun Richard Begola, Guest ORAL COMMUNICATIONS Ms. Lisa Vossler introduced herself and expressed her interest in becoming a member of the Art in Public Places Commission. She is currently on staff at the Palm Springs Art Museum as the Museum Associate Council Events Manager. She is an art enthusiast with an urban planning background. CONSENT CALENDAR Minutes of the regular meeting held on October 19, 2005 Upon Motion by Commissioner Weston and second by Commissioner Stenning, the Minutes of October 19, 2005, were approved unanimously. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Mr. Twedt reported that City Council approved the reimbursement of the art in public places funds for "Friendship Bench" by John Kennedy at the Fountains at Carlotta development. City Council approved Russell Jacques as curator for the 2007/08 El Paseo Exhibition. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION OF THE PROPOSAL BY HEATH SATOW FOR THE DESERT GATEWAY ART COMPONENT It was moved by Commissioner Weston and seconded by Commissioner Stenning to approve the design proposal by Heath Satow for the Desert Gateway project art component. Motion approved unanimously. B. CONSIDERATION OF A THEME AND TITLE FOR THE 2006 STUDENT ART AND ESSAY CONTEST It was moved by Commissioner Hough and seconded by Commissioner Stenning to approve the title of "if I Could Design With Recycled Materials, It Would Be..." for the 2006 Student Art and Essay Contest. Motion approved unanimously. 2 Art in Public Places Minutes November 16. 2005 C. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE CITY OF PALM DESERT'S ARTIST REGISTRY Artwork by Robert Craig was reviewed to be considered for the City of Palm Desert's Artist Registry. It was moved by Commissioner Hough and seconded by Commissioner Weston to include Robert Craig in the City of Palm Desert's Artist Registry. Motion approved unanimously. Vill. CONTINUED BUSINESS None IX. OLD BUSINESS None X. PROJECT STATUS REPORTS 1. Palm Desert Community Gallery Ms. Schwartz reported that an opening reception was held in the Gallery on November 15, for the "COD Faculty: A Sampler" show. The next show called "Natural Elements" will include Cathy Allen, Dave McMillan, and Cash Baxter. 2. Website Ms. Schwartz stated that she added "Friendship Bench" and "Aspiration" by Howard Kalish on El Paseo and Highway 111, to the website. Ms. Schwartz is also updating artist information on the site. 3. Docent Program Ms. Schwartz reported that she is training four new docents. The Library Mural has been added to the Library tour. There were two private tours the first week of November. She also has a few tours scheduled for next year. 3 Art in Public Places Minutes November 16, 2005 Ms. Schwartz reported that she had worked with the Girl Scouts to help earn their badges. She had gone to a Girl Fest in Redlands where she gave out information about the docent tours. XI. REPORTS AND REMARKS A. STAFF Mr. Twedt reported that Sol Mesz who is one of the artists selected for the Embracing the Desert project wants to donate her artwork to the City's permanent collection. Mr. Twedt stated that the contracts for the Embracing the Desert projects were sent to the artists. Mr. Twedt reported that three of the artists that were sent RFPs for the Entrada Del Paseo project responded and are interested in sending proposals. Mr. Twedt informed the Commission that Chairperson Bussing sent a letter to Mrs. Gilligan regarding the recycling program. City funds that are set aside for recycling must be geared toward education. His thought was to develop a program that would allow AIPP to access the recycling funds that are available and come up with an idea/plan for a recycled project. Mr. Twedt reported that he has sent out information regarding the 2007/08 El Paseo Exhibition to publications, arts organizations, museums, and galleries. There will also be an article in the BrightSide. Mr. Twedt informed the Commission that it might be possible to tour the art collection at the Waldman's homes. Mr. Twedt reported that "Aspiration" by Howard Kalish has been installed at the east end of El Paseo and Highway 111. Mr. Twedt reported that the Rose Garden Community Walk refurbishment has been completed. Mr. Twedt noted that "Charger" is in need of repair and will go out to bid to get it restored. The "Peace Memorial" and "Desert Dessert" will also go out to bid for restoration. E Art in Public Places Minutes November 16, 2005 Mr. Twedt circulated a rendering of a proposed pad in front of City Hall for which he is asking Council's approval. He has been out measuring for potential pads for temporary art pieces in various high traffic locations. B. COMMISSION MEMBERS COMMISSION REPORTS None • LIAISON REPORTS 1. PLANNING COMMISSION — Sonia Campbell Ms. Campbell reported that the Planning Commission approved a 10,000 square foot home at BIGHORN Golf Club. The Planning Commission also approved seven new industrial buildings on Dinah Shore. XI.
