Twedt DATE: May 11, 2006 CONTENTS: COPIES OF CERAMIC MOSAIC BENCH DESIGNS WITH PALAPA SHADE STRUCTURE AND PALO VERDE TREE Recommendation: By Minute Motion: 1. Approve the commissioning of Debra Yates to create two ceramic mosaic benches for the Palma Village Neighborhood Park in the amount of $6,000 each and select one of the following options: a. Ceramic benches with a Palapa shade structure; or b. Replace two existing benches with ceramic benches and place a large shade tree in the designated center area. 2. Authorize the Mayor to execute Agreement on behalf of the City. Funds are available in account #436-4650-454-4001. Executive Summary: At its meeting of April 19, 2006, the Art in Public Places Commission recommended commissioning artist Debra Yates to create two ceramic mosaic benches in the amount of $12,000. At the City Council meeting of May 13, 2004, the bench designs by Debra Yates were approved and purchased for $250.00 in conjunction with the "Artistic Bench" project. The "Artistic Bench" project was a national competition created by the Art in Public Places Commission, which recommended twenty designs for City Council's consideration for purchase. In addition to commissioning the ceramic benches, the Art in Public Places Commission recommended replacing two of the existing benches with the ceramic benches and planting a large shade tree in the center of the area with the recommendation of the tree selection by staff who work in the Parks and Recreation Department. Presently, the area with the benches has no shade for people using the benches and it was suggested to add a shade tree based on that information. The palapa shade structure was included as an option if it was determined that planting a shade tree was not feasible for the location. This suggestion was part of staffi s original treatment recommendation for the area to the Art in Public Places Commission. Discussion: There have been several proposed designs for the seating area in the Palma Village Neighborhood Park from a water feature to freestanding metal sculptures. City Council referred the item back to the Art in Public Places Commission for consideration of an appropriate artwork component that would provide opportunity for public interaction. This is the Art in Public Places Commission's recommendation to City Council of the ceramic mosaic benches along with a shade structure or tree based upon the materials, design and the lack of available shade with the existing benches and the interactive characteristic of the benches. The ceramic mosaic tile benches were selected because of the material, which can be cleaned of graffiti much easier than painted metal or bronze and the grout can be sealed to resist graffiti markings. If the benches are approved for commissioning, the artist will be requested to reinforce the edges with metal edging on all sides of the sculptures as a guard against skateboarders damaging the pieces.
