HomeMy WebLinkAboutRes 06-61 Supporting the 2006 California State Library FundCITY OF PALM DESERT Community Services Division Staff Report REQUEST: REQUEST FOR ADOPTION OF RESOLUTION SUPPORTING THE 2006 CALIFORNIA STATE LIBRARY BOND SUBMITTED BY: Patricia Scully, CFEE, Senior Management Analyst DATE: May 11, 2006 CONTENTS: Resolution No. 06-61 RECOMMENDATION: Waive further reading and adopt Resolution No. 06-61 relative to the 2006 California State Library Bond. EXECUTIVE SUMMARY: Adoption of this resolution will indicate the City of Palm Desert's endorsement and support of the 2006 State Library Bond. BACKGROUND: Due to extraordinary population growth, combined with govemment budget shortfalls, many counties, cities, and library districts have been unable to keep up with the increased demand for library services and space in which to provide them. In response to this continuing need, the State Legislature has placed a $600 million State-wide Library Bond on the June 2006 ballot, which would provide a 35 percent locaI/65 percent State match in funding for grant recipients, which would be awarded a minimum of $50,000 and a maximum of $20 million. The first priority will be given to eligible applications not funded in the third application cycle of Proposition 14, which was passed by the voters in March 2000. The amount awarded for these first priority projects may not exceed 50% of the $600 million authorized. The remaining $300 million in funds not awarded for the third application cycle will be awarded on a State-wide competitive basis. At least $25 million will be made available for joint -use projects with one or more public education institutions. CITY COUNCIL STAFF REPORT RE: RESOLUTION SUPPORTING THE 2006 CALIFORNIA STATE LIBRARY BOND MAY 11, 2006 The City of Palm Desert's Library facility, which is now ten years old, experiences continuing increases in usage of the facility and its resources. At its meeting of April 4, the Legislative Review Committee reviewed the parameters of this bond and recommended its support. Therefore, staff recommends that the City Council adopt Resolution No. 06-61 , which indicates its endorsement and support of the 2006 California State Library Bond. Origin.' on 7.`. z City Clerk's Offire 2 RESOLUTION NO. 06-61 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, ENDORSING AND SUPPORTING THE 2006 CALIFORNIA STATE LIBRARY BOND WHEREAS, Govemor Arnold Schwarzenegger has signed into law the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006; and WHEREAS, approval by voters of that bond would authorize the State of California to sell $600 million in bonds to assist local govemments in the construction of public libraries; and WHEREAS, passage of that bond, which will appear on the June 2006 ballot, will permit many cities and counties across the State to construct library facilities; and WHEREAS, the Califomia State Library has identified at least 579 unfunded library construction projects, which total $4.4 billion in need Statewide; and WHEREAS, Riverside County, as the fastest growing county in Califomia, will continue to have ongoing needs for public library services; and WHEREAS, use of existing libraries in Riverside County continues to grow and expand as new libraries are added, new services offered, and hours increased. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Desert, California, does hereby support the passage and funding of the California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of 2006 and urges all citizens, community leaders, and organizations in Riverside County to lend their support to the creation of this public library bond fund.
