CALL TO ORDER Chair Kent Routh called the meeting of the Historic Preservation Committee to order at 10:00 a.m. II. ROLL CALL Present: Absent: Bonnie Bowie Jim West Gale Broeker Kim Housken Jan Holmlund Bob Pitchford Kent Routh Vera Handley, Alternate Also Present: Amir Hamidzadeh, Director of Building and Safety Hal Rover, Historical Society Mary Clark, Recording Secretary III. APPROVAL OF MINUTES Chair Kent Routh moved to approve the minutes of the August 28, 2006 meeting as presented. Committee Member Kim Housken seconded the motion. It received unanimous approval 7-0. IV. ORAL COMMUNICATIONS A. CHAIR REPORT — 1. Chair Kent Routh reminded everyone of the Riverside County History Symposium, Friday, October 27, 2006, Cherry Valley, California. It was decided that a few Historic Preservation Committee Members and Amir Hamidzadeh, Director of Building and Safety would attend this event. 2. Chair Kent Routh asked Mr. Hamidzadeh if he would check to see if the Historic Preservation Committee could have individual business cards because the Committee is visiting sites and attending community functions as representatives of the City of Palm Desert Historic Preservation Committee. Mr. Hamidzadeh said he would check and report back to the Committee. Chair Kent Routh reminded the Committee of the City of Palm Desert appreciation brunch on October 1, 2006 and the Palm Springs Modern luncheon on October 14, 2006. B. SUBCOMMITTEE REPORT 1. Committee Member Jan Holmlund commented that an item that was discussed at the last workshop was how to approach community design standards. Ms. Holmlund brought several of her books for the Committee to borrow for their research. C. INDIVIDUAL COMMITTEE MEMBER REPORT 1. College of the Desert Camous Changes Update — Chair Kent Routh said that Committee Members Kim Housken, Vera Handley and himself attended the last meeting of the College of the Desert. Mr. Routh said that this meeting consisted mostly of discussions on infrastructure items, and they were provided a revised timetable. The next C.O.D. meeting is October 17, 2006. Committee Member Kim Housken pointed out that it appears that there are substantial changes being made to the original EIR without amendments and involves buildings of historical significance. After considerable discussion, it was suggested that a letter be written expressing concern that changes are not going through the proper review process. Committee Member Kim Housken will prepare a letter for Amir Hamidzadeh's review. 2. Committee Member Gale Broeker asked for clarification on documentation for the Philip Boyd Ranch because the structure is gone and the foundation remains. Committee Member Jan Holmlund indicated that the site would be considered as having historic value and could be considered for a historic marker. Ms. Broeker said that she has asked for permission to go out and photograph the building foundations. 3. Committee Member Jan Holmlund thanked Committee Member Jim West for the important updated history of the Maryon Toole Desert House. A copy was given to each Committee Member and one will be placed in the property file in the Building and Safety Department. Committee Member Kim Housken mentioned that the Palm Springs Museum, Architecture Design Council is having a kick-off the season party at the Maryon Toole house on October 21, 2006 for those who are interested. 4. Committee Member Kim Housken suggested to the Committee that an alternate meeting day be considered in order to accommodate Committee Member Jim West. Amir Hamidzadeh, Director of Building and Safety, suggested that the Committee Members look at their schedules, and he will check on meeting room schedules. The October meeting will remain on Monday, October 30, 2006, and any change in meeting day would begin in November. V. OLD BUSINESS A. Site Marker Designs Update — Committee Member Bob Pitchford indicated he did not have anything to report at this time. VI. NEW BUSINESS A. Election of Officers -- It was decided that the Election of Officers would be moved from September 2006 to January 2007 to coincide with the City of Palm Desert City Council Committee appointments. B. Property Approval — Committee Member Jan Holmlund referred to the Instructions For Recordinq Historical Resources, Appendix 1 from the Office of Historic Preservation. She said this is a good reference for recording historic sites. A copy will be made for each Committee Member by the October Committee Workshop. Committee Member Jan Holmlund pointed out that the Historic Preservation Committee needs a professional survey person to do the everyday professional work of the Committee i.e. photography, measurements, identify the historic nature of the property and administrative tasks. Motion: Committee Member Jan Holmlund moved that a consultant be employed to begin the survey work for the first five structures that have been selected for presentation to the City Council. That this is followed up with a letter to the City Manager and the Assistant City Manager requesting a full- time employee in the Department to conduct professional historic preservation duties. Committee Member Kim Housken seconded the motion. It received unanimous approval 7-0. Committee Members Jan Holmlund and Kent Routh will prepare the letter. VII. DIRECTOR ITEMS A. Amir Hamidzadeh, Director of Building and Safety, notified the Committee that Janet Hansen, LSA Associates, Inc., accepted a position with the City of L.A., and her last day with LSA is October 12, 2006. Mr. Hamidzadeh indicated he would like to schedule a meeting with Ms. Hansen, the Committee, and City Attorney before Ms. Hansen leaves LSA. HISTORIC PRESERVATION COMMITTEE Minutes SEPTEMBER 26, 2006 B. Amir Hamidzadeh, Director of Building and Safety, said that Council Member Spiegel attended a League of Cities training session on historic buildings and met a representative from the State who is willing to meet with the Historic Preservation Committee. Mr. Hamidzadeh indicated he would arrange for this individual to attend a future meeting. It could possibly be an open forum type of meeting and perhaps the City Council could be invited to attend as well. VIII. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA Hal Rover, Historical Society of Palm Desert, said that October is Fire Prevention month and there will be five mini -musters taking place at several schools. On October 6, 2006 there will be a farewell for the Green's who are moving out of the area. October 8, 2006 is the fall luncheon for the Historical Society at Desert Willow. October 19, 2006 is the Imperial dam tour in Yuma, Arizona and the cost is $10. October 27, 28, and 29, 2006 is the Historical Society rummage sale. IX. CONFIRM NEXT MEETING DATES AND ADJOURN The Workshop Meeting was confirmed for Friday, October 20, 2006, 10:00 a.m., Council Chambers Conference Room. The Regular Meeting, is Monday, October 30, 2006, 10:00 a.m., Administrative Conference Room Chair Kent Routh adjourned the meeting at 11:45.m.
