Discussion: On November 14, 2002 City Council approved the reimbursement of $50,000.00 to GHA Paloma Group for the cost of traffic signal improvements at Portola Avenue and Hovley Lane East. At the time of approval the project was not complete and conditions of approval had not been met, so staff did not request the appropriation of funds. This project is now complete and all conditions of approval have been met except for the requirement of GHA to pay the traffic signal impact mitigation fee of $4,700.00. Executive Summary: Tentative Tract Map 30738, a project of approximately 100 residential units at the southeast corner of Portola Avenue and Hovley Lane East, was recently approved. Conditions of approval for the project include requirements to pay signalization fees as well as modify the existing traffic signal at Portola Avenue and Hovley Lane East to accommodate the necessary street widening. Since the developer will be constructing the street widening at Portola Avenue and Hovley Lane East, as well as installing a new traffic signal on Portola at the main project entry, staff believes these improvements adequately mitigate project traffic. The cost of signal improvements is estimated to be $50,000. Funds for reimbursement are available in the Traffic Signal Fund 234. Therefore, staff recommends that the City Council reimbursement to GHA Paloma Group, LLC for the traffic signal improvements at Portola Avenue and Hovley Lane East.
