Recommendation:
By Minute Motion, that the City Council:
1. approve the purchase of a remount and refurbish for Ambulance 33 at
the Town Center station from Frazer Ltd., in an amount not to exceed
$63,852.65 as outlined in the Riverside County Fire Department's
master equipment replacement schedule; and
2. appropriate said funds from Account No. 530-4195-415-4030.
Background:
Four years ago, the Riverside County Fire Department began the process of replacing
ambulance units in a four-year life cycle. The remount process is approximately half the
cost of a complete new unit, and consists of the chassis being replaced with a new
factory -purchased chassis. The transport box is then refurbished and remounted on the
new chassis. The cost of this process including sales tax is $63,852.65.
Frazer Ambulance was chosen by the Riverside County Fire Department as the most
cost-effective and practical Tong -term transport solution in the Cove Communities, prior
to the city contracting directly with the County for city Fire Services. This ambulance is
currently in use in all five transport stations.

Due to the age of the Ambulance at Town Center Station, staff recommends the
remount and refurbish process including the upgrade recommendations made by the
manufacturer, and requests that funds in the amount of $63,852.65 be appropriated
from Account No. 530-4195-415-4030. Staff also recommends the continued use of
Frazer Ambulance to supply ambulances for use within the City of Palm Desert.

Proposal
Purchase a complete re -mount and re -furbish for Medic Ambulance 33 out of the Towncenter
Station, as scheduled in the Fire Departments' master equipment replacement schedule.
Background
Prior to the city directly contracting city Fire Services with the Riverside County Fire Department,
the Cove Commission contracting cities - which included the city of Palm Desert - made a
determination that the most cost effective and practical long-term transport solution here in the
Cove Communities was the Frazer Ambulance, currently in service in all five transport stations.
As well, this ambulance solution provided the highest quality in practical use as well as the best
comfort for the citizens here in the Cove Communities. These units also provide the highest
standard of care as accustomed by local citizens.
This process began approximately four years ago with an overall plan to replace these units in a
four-year lifecycle. This was based on industry standards with regards to specific use, volume of
responses, driving conditions and mileage accumulated. As well, the aesthetic condition of the
unit is also considered. Based on these factors, most of the units here in the Cove Communities
fall well into these standard parameters for replacement, and in particular, units here in the City of
Palm Desert, as they are the busiest and most utilized ambulances here in the Coves.
The re -mount process is of particular benefit in the fact that the cost is approximately one-half of
a complete new unit. The "transport box" or rear portion of the unit is physically removed from
the chassis and the chassis is replaced with a brand new factory purchased chassis. Additionally,
the box portion is then completely re -furbished, inside and out, and then re -mounted to the new
chassis. As noted on the attached sheets, the "additional items for consideration" will be
installed, as per the recommendation of the Fleet manager as general upgrades to the overall
package. Please see attachment included with this report.
Staff Recommendation
Due to the age and use of the Transport Ambulance at the Towncenter station, staff recommends
that the re -mount ambulance purchase be initiated immediately, to include in total all of the
recommendations made by the manufacturer in the enclosed quote sheet. Additionally, staff
recommends that, as the vehicle must be registered with the California DMV when purchased by
the city, the sales tax be included in the consideration of total cost.
Fiscal Imaact
As noted on the enclosed quote sheet, including all upgrades and appropriate items, the cost for
the unit will be $59,260.00. An additional cost in sales tax when registered with DMV will be
$4592.65, for a total fiscal impact of $63,852.65. These funds are already encumbered within the
personnel cost savings over the last two quarters and there will be no impact to the city's general
fund.
